John E. Jennings, <strong>Grand</strong> Master, writes: "I have been attending<br />

Schools <strong>of</strong> Instruction in various localities <strong>of</strong> <strong>the</strong> State since January<br />

and have come in personal contact with thousands <strong>of</strong> bro<strong>the</strong>rs from<br />

hundreds <strong>of</strong> different <strong>Lodge</strong>s and my correspondence has been somewhat<br />

voluminous, and I have had, up to this time, but one objection<br />

or complaint in reference to smoking in <strong>the</strong> <strong>Lodge</strong> room in violation <strong>of</strong><br />

<strong>the</strong> law, and none in regard to liquor."<br />

DECISIONS.<br />

The following are decisions <strong>of</strong> <strong>the</strong> <strong>Grand</strong> Sire embodying modifi-<br />

cations recommended by <strong>the</strong> Committee on Judiciary, which were approved<br />

by <strong>the</strong> Sovereign <strong>Grand</strong> <strong>Lodge</strong>:<br />

Subordinate <strong>Lodge</strong> Decisions.<br />

Decision 1. Question.—Wlhen a Subordinate <strong>Lodge</strong> has two or<br />

more applications for same degree, can <strong>the</strong> vote be taken collectively<br />

or must <strong>the</strong> vote be taken on each candidate separately?<br />

Answer.—Must vote separately on each candidate.<br />

Dec. 2. Question.—Can a <strong>Grand</strong> <strong>Lodge</strong> pass a law allowing Subordinate<br />

<strong>Lodge</strong>s where <strong>the</strong>y have two or more applications for same<br />

degree to vote collectively?<br />

Answer.—No.<br />

Dec. 3. Question.—Is it legal to organize a <strong>Lodge</strong> to meet on <strong>the</strong><br />

ground floor?<br />

Answer.—I know <strong>of</strong> no law prohibiting it, but it is not usually<br />

permitted by <strong>Grand</strong> Masters because <strong>of</strong> <strong>the</strong> danger <strong>of</strong> not being suffi-<br />

ciently private and secure from intrusion. In 1897 Journal, 15,168,<br />

15,534, 15,584, The Sovereign <strong>Grand</strong> <strong>Lodge</strong> held that, while a <strong>Lodge</strong><br />

may be organized in a good building on <strong>the</strong> ground floor, all <strong>Lodge</strong>s<br />

should be admonished to see to it that no person is permitted to gain<br />

a knowledge <strong>of</strong> what is going on in <strong>the</strong> <strong>Lodge</strong> room by approaching<br />

too closely.<br />

If you are sure <strong>the</strong> <strong>Lodge</strong>s will look after this closely and avoid<br />

all danger <strong>of</strong> exposing <strong>the</strong> secrets <strong>of</strong> <strong>the</strong> Order or what is going on in<br />

<strong>the</strong> <strong>Lodge</strong> room, and <strong>the</strong> prospects are favorable for a good <strong>Lodge</strong><br />

and <strong>the</strong> members will agree to move into a second story as soon as<br />

practicable, I can see no reason why you should not authorize it.<br />

Dec. 4. Statement.—A member <strong>of</strong> Winnipeg <strong>Lodge</strong>, No. 7, now<br />

resides in New Zealand and wishes to transfer his membership to that<br />

Jurisdiction.<br />

Question.—Is <strong>the</strong> Transfer <strong>of</strong> Membership Law operative as between<br />

Australia and Canada?
