<strong>Lodge</strong>. Oftentimes <strong>the</strong> cemetery is several miles from <strong>the</strong> <strong>Lodge</strong><br />

room and <strong>the</strong> drive occupies a considerable period <strong>of</strong> time, during<br />

which <strong>the</strong> bro<strong>the</strong>rs in <strong>the</strong> carriages indulge in smoking.<br />

Question.— Is smoking under such circumstances unlawful?<br />

Answer.—No, but doubt <strong>the</strong> propriety <strong>of</strong> it on such an occasion.<br />

Dec. 19. Question.—The anniversary coming on Saturday and our<br />

members considering that a poor night for our celebration, could it be<br />

held on some o<strong>the</strong>r night?<br />

Answer.—Yes. See Journal 1911, pages 374 and 403.<br />

Dec. 20. Statement.—A bro<strong>the</strong>r is a ward <strong>of</strong> a state asylum and<br />

is being cared for by <strong>the</strong> state and has no legally appointed guardian.<br />

Question.—Should <strong>the</strong> <strong>Lodge</strong> pay benefits and to whom? If to<br />

<strong>the</strong> wife could <strong>the</strong> bro<strong>the</strong>r again collect benefits if he should gain his .<br />

mind ?<br />

Answer.—Yes. The <strong>Lodge</strong> should pay <strong>the</strong> benefits; first, for<br />

<strong>the</strong> relief <strong>of</strong> <strong>the</strong> personal needs <strong>of</strong> <strong>the</strong> bro<strong>the</strong>r, if any; second, for<br />

relief <strong>of</strong> <strong>the</strong> needs <strong>of</strong> his wife and minor children, if any; and any<br />

benefits belonging to him not thus expended, to be held in a separate<br />

fund, to be accounted for to him in <strong>the</strong> event <strong>of</strong> his recovery, or in <strong>the</strong><br />

event <strong>of</strong> his death to be paid to his widow, orphans or dependent rela-<br />

tives if <strong>the</strong>re be none such, said unexpended benefits to revert to <strong>the</strong><br />

general fund <strong>of</strong> <strong>the</strong> <strong>Lodge</strong>.<br />

Dec. 21 . Question.—Is a man who is a subject <strong>of</strong> a foreign government<br />

holding allegiance to said government, and not a citizen <strong>of</strong> <strong>the</strong><br />

United States, nor having ever declared his intention to become one,<br />

eligible to be initiated into a <strong>Lodge</strong> <strong>of</strong> our Order?<br />

Answer.—Yes, provided he has "been a resident within <strong>the</strong> Jurisdiction<br />

a sufficient length <strong>of</strong> time under <strong>the</strong> local law to make him<br />

eligible. Busbee's Digest, Sections 919, 920, 923.<br />

Dec. 22. Statement.—The <strong>Grand</strong> Master <strong>of</strong> Colorado submitted to<br />

me a copy <strong>of</strong> No. 3 <strong>of</strong> Vol. I <strong>of</strong> "Rowland's Monthly Record," <strong>of</strong> April,<br />

1913, purporting to be published in <strong>the</strong> interest <strong>of</strong> Rowland <strong>Lodge</strong>, No.<br />

31, I. O. O. F., in which seven cards advertising different private enterprises<br />

in all <strong>of</strong> which <strong>the</strong> name <strong>of</strong> <strong>the</strong> advertiser is prefixed with <strong>the</strong><br />

word or abbreviation "Bro.," and asked this question:<br />

Question.—Is it legal for a bro<strong>the</strong>r to issue such a paper for <strong>the</strong><br />

purpose <strong>of</strong> advertising his business to <strong>the</strong> members <strong>of</strong> <strong>the</strong> Order?
