advance, and being elected as provided by local law, upon notice being<br />

sent by <strong>the</strong> Secretary or Scribe to his <strong>Lodge</strong> or Encampment, said<br />

<strong>Lodge</strong> or Encampment shall, unless charges are pending against him,<br />

without ballot and without fee, issue a transfer certificate and send<br />

<strong>the</strong> same at once to <strong>the</strong> Secretary or Scribe sending for <strong>the</strong> same;<br />

and, upon <strong>the</strong> receipt <strong>of</strong> <strong>the</strong> transfer certificate, <strong>the</strong> member shall<br />

be entitled to sign <strong>the</strong> Constitution and become a member <strong>of</strong> <strong>the</strong> new<br />

<strong>Lodge</strong> or Encampment without <strong>the</strong> payment <strong>of</strong> any admission fee;<br />

provided, that if a physician's certificate is required he must pay <strong>the</strong><br />

expenses for <strong>the</strong> same.<br />

The Secretary or Scribe shall immediately report to <strong>the</strong> Secretary<br />

or Scribe <strong>of</strong> <strong>the</strong> <strong>Lodge</strong> or Encampment issuing <strong>the</strong> transfer certificate<br />

<strong>the</strong> date <strong>of</strong> signing <strong>the</strong> Constitution <strong>of</strong> <strong>the</strong> new <strong>Lodge</strong> or Encampment,<br />

and he shall make a record <strong>the</strong>re<strong>of</strong>, and <strong>the</strong> old <strong>Lodge</strong> or Encampment<br />

shall immediately refund to <strong>the</strong> member all dues paid in advance <strong>of</strong> <strong>the</strong><br />

date <strong>of</strong> signing <strong>the</strong> Constitution <strong>of</strong> <strong>the</strong> new <strong>Lodge</strong> or Encampment.<br />

The issuing <strong>of</strong> a transfer certificate shall sever membership in<br />

<strong>the</strong> <strong>Lodge</strong> or Encampment issuing it; provided, that, if a member<br />

becomes sick or disabled, or should die before <strong>the</strong> date to which his<br />

dues are paid and before completing his membership by signing <strong>the</strong><br />

Constitution <strong>of</strong> his new <strong>Lodge</strong> or Encampment, <strong>the</strong>n said transfer<br />

certificate shall be cancelled and returned to <strong>the</strong> <strong>Lodge</strong> or Encampment<br />

issuing <strong>the</strong> same, and said member shall retain his beneficial<br />

standing in his old <strong>Lodge</strong> or Encampment, <strong>the</strong> same as though <strong>the</strong><br />

transfer certificate had not been issued.<br />

If <strong>the</strong> member fails to sign <strong>the</strong> Constitution <strong>of</strong> <strong>the</strong> new <strong>Lodge</strong> or<br />

Encampment within three months after <strong>the</strong> date <strong>of</strong> his election, <strong>the</strong><br />

transfer certificate shall be cancelled and returned to <strong>the</strong> <strong>Lodge</strong> or<br />

Encampment issuing <strong>the</strong> same and <strong>the</strong> member shall hold <strong>the</strong> same<br />

standing in his old <strong>Lodge</strong> or Encampment as though <strong>the</strong> transfer cer-<br />

tificate had not been issued.<br />

Provided, That <strong>the</strong> foregoing shall not extend to or affect <strong>the</strong><br />

Quasi-Independent <strong>Grand</strong> Jurisdictions.<br />

That after a member <strong>of</strong> a Rebekah <strong>Lodge</strong> has become sixty years<br />

<strong>of</strong> age and has been a contributing member for twenty-five consecutive<br />

years, his or her name shall not be dropped from <strong>the</strong> roll by virtue <strong>of</strong><br />

his or her being more than one year in arrears for non-payment <strong>of</strong><br />

dues, but he or she shall be retained as a non-contributing member<br />

and as such shall be entitled to <strong>the</strong> pass words and fellowship <strong>of</strong><br />

<strong>Lodge</strong>s and shall have all <strong>the</strong> privileges <strong>of</strong> active members, and <strong>the</strong><br />

Rebekah <strong>Lodge</strong> shall not be compelled to pay per capita tax on such<br />

members.
