all committees not required to be raised by ballot and appoint all<br />

District Deputy <strong>Grand</strong> Sires, fill by appointment all vacancies in <strong>of</strong>fice<br />

that may occur during <strong>the</strong> recess <strong>of</strong> <strong>the</strong> Sovereign <strong>Lodge</strong>, from resigna-<br />

tion, sickness, disability, or o<strong>the</strong>r cause, such appointments to last<br />

until filled by election or o<strong>the</strong>rwise as provided by law for <strong>the</strong> election<br />

or appointment <strong>of</strong> such <strong>of</strong>ficers. During <strong>the</strong> recess <strong>of</strong> this Sovereign<br />

<strong>Lodge</strong> he shall have general superintendence <strong>of</strong> <strong>the</strong> interests <strong>of</strong> <strong>the</strong><br />

Order. He may hear and decide such questions as may be submitted<br />

to him by <strong>the</strong> several <strong>Grand</strong> <strong>Lodge</strong>s and <strong>Grand</strong> Encampments, or by<br />

<strong>the</strong> <strong>Grand</strong> Masters or <strong>Grand</strong> Patriarchs <strong>the</strong>re<strong>of</strong>, or by <strong>Grand</strong> Repre-<br />

sentatives, or by <strong>the</strong> Subordinate <strong>Lodge</strong>s or Encampments under <strong>the</strong><br />

immediate jurisdiction <strong>of</strong> this Sovereign <strong>Lodge</strong>. And his decision upon<br />

all questions so submitted to him shall be binding upon <strong>the</strong> bodies<br />

or persons submitting <strong>the</strong> same until reversed by this Sovereign <strong>Lodge</strong>.<br />

He shall be empowered to receive petitions and grant warrants for <strong>the</strong><br />

opening <strong>of</strong> new <strong>Lodge</strong>s and Encampments, <strong>Grand</strong> or Subordinate, or<br />

Rebekah <strong>Lodge</strong>s, in places where <strong>Grand</strong> Bodies established by this<br />

Sovereign <strong>Lodge</strong> may not exist; and all warrants so granted by him<br />

shall be <strong>of</strong> force until recalled by this Sovereign <strong>Lodge</strong>. He shall<br />

perform such o<strong>the</strong>r duties as may be devolved upon him by <strong>the</strong><br />

Sovereign <strong>Lodge</strong> by law, resolution or enactment. At every communi-<br />

cation <strong>of</strong> this Sovereign <strong>Lodge</strong> he shall make a report in writing <strong>of</strong><br />

all his <strong>of</strong>ficial acts and decisions during recess.<br />

Sec. 2. Cannot Hold Any O<strong>the</strong>r Office.—During his term <strong>of</strong> service<br />

he shall not hold any <strong>of</strong>fice in any <strong>Grand</strong> or Subordinate <strong>Lodge</strong> or<br />

Encampment.<br />

Sec. 3. Case <strong>of</strong> Death, etc., Deputy <strong>Grand</strong> Sire to Act.—In case <strong>of</strong><br />

<strong>the</strong> death, resignation or removal from <strong>of</strong>fice <strong>of</strong> <strong>the</strong> <strong>Grand</strong> Sire, or in<br />

case he should absent himself for six months or upwards beyond <strong>the</strong><br />

limits <strong>of</strong> <strong>the</strong> United States and <strong>the</strong> British North American possessions,<br />

or in case <strong>of</strong> his inability, from physical causes, to discharge <strong>the</strong> duties<br />

<strong>of</strong> his <strong>of</strong>fice, <strong>the</strong> Deputy <strong>Grand</strong> Sire shall act in his place and shall be<br />

forthwith installed as <strong>Grand</strong> Sire by a Past <strong>Grand</strong> Sire, who shall make<br />

proclamation <strong>of</strong> his action, which shall be attested by <strong>the</strong> <strong>Grand</strong><br />

Secretary under <strong>the</strong> seal <strong>of</strong> <strong>the</strong> Sovereign <strong>Lodge</strong>: and <strong>the</strong> Deputy<br />

<strong>Grand</strong> Sire so installed shall, at <strong>the</strong> completion <strong>of</strong> <strong>the</strong> term, be entitled<br />

to rank as a Past <strong>Grand</strong> Sire. In case <strong>of</strong> <strong>the</strong> death, resignation, removal,<br />

absence, or inability <strong>of</strong> both <strong>the</strong> <strong>Grand</strong> Sire and Deputy <strong>Grand</strong><br />

Sire, all said duties and powers shall be exercised by <strong>the</strong> Junior Past<br />

<strong>Grand</strong> Sire competent to fill said <strong>of</strong>fice, and at <strong>the</strong> first communication<br />

<strong>the</strong>reafter <strong>the</strong> Sovereign <strong>Lodge</strong> shall proceed to elect and install a<br />

<strong>Grand</strong> Sire for <strong>the</strong> unexpired term, and to fill any vacancy that may<br />

be occasioned <strong>the</strong>reby; provided, however, that a mere temporary or
