Sec. 3. Qualifications for Voting.—No <strong>Grand</strong> Representative shall<br />

be entitled to more than one vote in <strong>the</strong> election for <strong>Grand</strong> Officers,<br />

and no <strong>Grand</strong> Representative from a <strong>Grand</strong> <strong>Lodge</strong> or <strong>Grand</strong> Encampment<br />

which shall be in arrears for money due <strong>the</strong> Sovereign <strong>Lodge</strong><br />

shall be allowed to vote upon any question.<br />

Sec. 4. Rules <strong>of</strong> Order.—The Sovereign <strong>Lodge</strong> may determine<br />

<strong>the</strong> rules <strong>of</strong> its proceedings, and from time to time adopt such rules<br />

<strong>of</strong> order as it may see fit.<br />

Sec. 5. Journal Published.—A journal <strong>of</strong> its proceedings shall<br />

be kept and published annually, except such proceedings as are had<br />

in secret session.<br />

Sec. 6. How Votes Taken.—Voting for <strong>of</strong>ficers shall be by ballot.<br />

All o<strong>the</strong>r voting except upon <strong>the</strong> passage <strong>of</strong> a law as provided by<br />

Sec. 5, Art. XV, shall be viva voce or by yeas and nays, as <strong>the</strong><br />

Sovereign <strong>Lodge</strong> may determine. The yeas and nays may be demanded<br />

by one-fifth <strong>of</strong> <strong>the</strong> Representatives present, and shall be<br />

entered upon <strong>the</strong> journal.<br />

Sec. 7. Questions—How Decided.—All questions shall be decided<br />

by a majority vote, except in cush cases as a specific majority is<br />

required.<br />

ARTICLE XIV.<br />

Revenue.<br />

Section 1. How Derived.—The. revenue <strong>of</strong> <strong>the</strong> Sovereign <strong>Lodge</strong><br />

shall be derived from fees for charters to <strong>Grand</strong> <strong>Lodge</strong>s and <strong>Grand</strong><br />

Encampments and for charters to Subordinate <strong>Lodge</strong>s and Encampments<br />

working under its immediate jurisdiction; dues from <strong>Grand</strong><br />

<strong>Lodge</strong>s and <strong>Grand</strong> Encampments which shall be uniform; dues from<br />

Subordinate <strong>Lodge</strong>s or Encampments working under <strong>the</strong> immediate<br />

jurisdiction <strong>of</strong> <strong>the</strong> Sovereign <strong>Lodge</strong>, which shall be uniform, and from<br />

<strong>the</strong> proceeds <strong>of</strong> <strong>the</strong> sale <strong>of</strong> books, cards, diplomas, odes, certificates<br />

and o<strong>the</strong>r supplies.<br />

ARTICLE XV.<br />

Laws.<br />

Section 1. Enacting Clause.—All laws passed by <strong>the</strong> Sovereign<br />

<strong>Lodge</strong> shall be preceded by <strong>the</strong> following enacting clause: "Be it<br />

enacted by <strong>the</strong> Sovereign <strong>Lodge</strong>."<br />

Sec. 2. Laws Passed by Bills.—No law shall be passed except by<br />

bill, and no bill shall be so amended in its passage as to change its<br />

original purpose: provided, administrative measures, including appro-<br />

priations, shall not be construed to be laws within <strong>the</strong> meaning <strong>of</strong> this<br />

section.
