Answer.— I think it would be lawful for a Subordinate <strong>Lodge</strong> to<br />

enact such a by-law.<br />

Dec. 85. Question.—What is <strong>the</strong> penalty for a <strong>Lodge</strong> taking a<br />

candidate who resides within <strong>the</strong> jurisdiction <strong>of</strong> ano<strong>the</strong>r <strong>Lodge</strong> without<br />

obtaining permission?<br />

Answer.—That depends to some extent on your local law, which<br />

you have not furnished me. The general rule is that no person can<br />

be admitted to membership in a <strong>Lodge</strong> o<strong>the</strong>r than <strong>the</strong> one nearest<br />

his residence without <strong>the</strong> consent <strong>of</strong> such nearest <strong>Lodge</strong>. Busbee's<br />

Digest, 907. The punishment for this <strong>of</strong>fense isi <strong>the</strong> forfeiture to<br />

<strong>the</strong> <strong>Lodge</strong> having jurisdiction <strong>of</strong> <strong>the</strong> initiation and degree fees and<br />

<strong>of</strong> all dues received from said member while he shall retain his<br />

membership in such <strong>Lodge</strong>. See Report 137 <strong>of</strong> Committee on Legis-<br />

lation, 1906 Journal, pp. 777 and 784.<br />

Dec. 86. Question.—Can a man <strong>of</strong> Arabian blood, become an Odd<br />

Fellow?<br />

Answer.—Yes, if he is <strong>of</strong> <strong>the</strong> pure white Caucasian race. 1858<br />

Journal 2698, 2948, 2973. JTnder <strong>the</strong> tables <strong>of</strong> Ethnology contained<br />

in TV Nelson's Encyclopedia, 491-494, I find that under <strong>the</strong> head <strong>of</strong><br />

Caucasians, <strong>the</strong> Semitic races are included and divided as follows1<br />

:<br />

(1) Jocktanides: Proto-Arabs (Minaeans, Sabaeans, Himyarites,<br />

Abyssinians.) (2) Ishmaelites: Nomad Arabs. (3) Assyrians: Chal-<br />

deans. (4) Aramaeans: Syrians, H.ittites (?), 'Nestorians.' (5)<br />

Canaanites: Israelites, Moabites, Amorites, Idumaeans, Philistines,<br />

Phoenicians, Carthaginians. I <strong>the</strong>refore hold that an Arabian <strong>of</strong> pure<br />

blood is a pure white Caucasian and entitled to membership in our<br />

Order.<br />

Dec. 87. Question.—Can an Odd Fellow <strong>Lodge</strong> lease its hall to<br />

ano<strong>the</strong>r order or society that uses beer as a drink at its banquets or<br />

suppers?<br />

Answer.—I do not know <strong>of</strong> any law <strong>of</strong> <strong>the</strong> Sovereign <strong>Grand</strong> <strong>Lodge</strong><br />

that would prevent it. It would cease to be an Odd Fellows' <strong>Lodge</strong><br />

room during <strong>the</strong> time <strong>the</strong> o<strong>the</strong>r order or society was using it.<br />

Dec. 88. Statement.—A husband's application for initiation into<br />

a Subordinate <strong>Lodge</strong> has been favorably balloted upon, but before he<br />

has been initiated his wife is induced by members <strong>of</strong> <strong>the</strong> Rebekah<br />

<strong>Lodge</strong> in <strong>the</strong> same city to make application for initiation into <strong>the</strong><br />

Rebekah <strong>Lodge</strong>, under <strong>the</strong> belief that <strong>the</strong> husband will be initiated<br />

into <strong>the</strong> Subordinate <strong>Lodge</strong>.<br />

Question.—Is <strong>the</strong> wife a member <strong>of</strong> <strong>the</strong> Rebekah <strong>Lodge</strong>, and if<br />

so what ought <strong>the</strong> <strong>Grand</strong> Master to advise in <strong>the</strong> premises in respect<br />

to <strong>the</strong> status <strong>of</strong> <strong>the</strong> wife?
