Rebekah Decisions.<br />

Dec. 29. Statement.—A Rebekah <strong>Lodge</strong> having elected <strong>of</strong>ficers<br />

according to law, on <strong>the</strong> night directed, <strong>the</strong> Noble <strong>Grand</strong>-elect, who<br />

has been advanced from <strong>the</strong> Vice <strong>Grand</strong>'s chair, finds she must undergo<br />

a serious operation before installation takes place, and does so, not<br />

being present, but is excused by <strong>Lodge</strong> to be installed when able, as<br />

per Busbee's Digest, Art. 1443, middle part. All <strong>of</strong>ficers except<br />

Noble <strong>Grand</strong> and Conductor and one Supporter were installed second<br />

meeting night in January, <strong>the</strong> retiring Noble <strong>Grand</strong>, by my direction,<br />

being inducted into <strong>the</strong> Past <strong>Grand</strong>'s chair, and by virtue <strong>of</strong> <strong>the</strong> first<br />

part <strong>of</strong> Art. 1443 directed <strong>the</strong> newly installed Vice <strong>Grand</strong>, after <strong>the</strong><br />

installation, to occupy <strong>the</strong> Noble <strong>Grand</strong>'s chair, temporarily filling<br />

Vice <strong>Grand</strong>'s chair with some Past <strong>Grand</strong>. My fur<strong>the</strong>r reason for such<br />

decision was Art. 1449, and Vice <strong>Grand</strong> did appoint subordinate <strong>of</strong>ficers,<br />

mostly from a list furnished by Noble <strong>Grand</strong>-elect. Now some claim,<br />

according to <strong>the</strong> ritual in installation obligation, retiring Noble <strong>Grand</strong><br />

should not have taken <strong>the</strong> Past <strong>Grand</strong>'s chair, but should continue to<br />

serve as Noble <strong>Grand</strong> until her successor is installed. I claim terms<br />

are for one year according to Rebekah Code, and as soon as an <strong>of</strong>ficer<br />

qualified to preside for <strong>the</strong> new term, as <strong>the</strong> Vice <strong>Grand</strong> is, is installed,<br />

<strong>the</strong>n <strong>the</strong> former Noble <strong>Grand</strong>, who was not elected for that term, must<br />

give way to such qualified <strong>of</strong>ficer. I claim that part <strong>of</strong> <strong>the</strong> obligation<br />

is so that when no election may have taken place or, when <strong>the</strong>re has.<br />

<strong>the</strong> old <strong>of</strong>ficers are empowered to hold <strong>of</strong>fice legally until a general<br />

installation takes place.<br />

Question.—Was my decision correct?<br />

Answer.—No.<br />

Dec. 30. Question.—Can a person who has not received <strong>the</strong><br />

Rebekah degree be a petitioner for a Rebekah charter?<br />

Answer.—Yes. See Section 27 <strong>of</strong> <strong>the</strong> Rebekah Code, Busbee's<br />

Digest, page 702; also, Report 67, pages 359, 401, Journal <strong>of</strong> 1911.<br />

Dec. 31. Question.—Is it necessary that at least five <strong>of</strong> <strong>the</strong> peti-<br />

tioners for a Rebekah charter hold live withdrawal cards?<br />

Answer.—No.<br />

Dec. 32. Question.—May persons holding expired withdrawal<br />

cards, defunct certificates and dismissal certificates join in <strong>the</strong> petition<br />

for a Rebekah charter?<br />

Answer.—Yes.<br />

Dec. 33. Question.—Can a Past President <strong>of</strong> a Rebekah Assembly<br />

out on a withdrawal card institute a Rebekah <strong>Lodge</strong>?<br />

Answer.—The issuance <strong>of</strong> a withdrawal card severed her connection<br />

with her Rebekah <strong>Lodge</strong> so that she was no longer a member
