Answer.—No. The law was amended in 1911 so as not to extend<br />

to or affect <strong>the</strong> Quasi-Independent Jurisdictions. (Journal 1911, 289,<br />

374. 403.)<br />

Dec. 5. Statement.—A bro<strong>the</strong>r <strong>of</strong> <strong>the</strong> Jurisdiction <strong>of</strong> Louisiana<br />

takes a withdrawal card from his <strong>Lodge</strong>, which card is dated November<br />

12, 1906, and his <strong>of</strong>ficial receipt shows his dues paid to December<br />

1, 1906. He sends for <strong>the</strong> card with <strong>the</strong> intention <strong>of</strong> depositing<br />

it in a <strong>Lodge</strong> in Kansas. On November 22, 1906, he is killed, before<br />

he has a chance to deposit <strong>the</strong> card and before <strong>the</strong> expiration <strong>of</strong> <strong>the</strong><br />

date to which his dues are paid.<br />

Question.—Is his widow entitled to funeral benefits, and what<br />

was <strong>the</strong> bro<strong>the</strong>r's standing in <strong>the</strong> Order at <strong>the</strong> time <strong>of</strong> his death? Of<br />

what <strong>Lodge</strong>, if any, was he a member?<br />

Answer.—When <strong>the</strong> bro<strong>the</strong>r took his withdrawal card he severed<br />

his connection with his <strong>Lodge</strong> and stood in <strong>the</strong> same relation to it<br />

as to any o<strong>the</strong>r <strong>Lodge</strong>, excepting as to certain control over him for one<br />

year. (Busbee's Digest, Art. 283.)<br />

Dec. 6. Question.—It seems <strong>the</strong>re is a difference <strong>of</strong> opinion rela-<br />

tive to <strong>the</strong> disposal <strong>of</strong> applications for transfer certificates. Should <strong>the</strong><br />

transfer certificate be issued <strong>the</strong> same <strong>Lodge</strong> meeting night <strong>the</strong> notice<br />

is received from a <strong>Lodge</strong> in regular form, showing that <strong>the</strong> bro<strong>the</strong>r has<br />

been elected to membership in ano<strong>the</strong>r <strong>Lodge</strong>, or should <strong>the</strong> issuance<br />

<strong>of</strong> <strong>the</strong> certificate be delayed until <strong>the</strong> following meeting?<br />

Answer.—The Transfer Law, as amended (Journal 1911, 375, 403),<br />

provides that, when notice is received <strong>of</strong> <strong>the</strong> election, "that said<br />

<strong>Lodge</strong> or Encampment shall, unless charges are pending against him,<br />

without ballot and without fee, issue a transfer certificate and send<br />

<strong>the</strong> same at once to <strong>the</strong> Secretary or Scribe sending for same." Under<br />

my interpretation <strong>of</strong> this law <strong>the</strong> certificate should be issued <strong>the</strong> same<br />

night notice is received, unless charges are pending against him.<br />

Dec. 7. Question.—Is it legal for <strong>the</strong> Mannausa Printing Company<br />

to use <strong>the</strong> emblems <strong>of</strong> <strong>the</strong> Order on "The Odd Fellow," taking into<br />

consideration that it is a private enterprise? Again, if it should be<br />

endorsed by some <strong>of</strong> <strong>the</strong> Detroit <strong>Lodge</strong>s, but run as a private enterprise,<br />

would it be legal for it to use <strong>the</strong> emblems?<br />

Answer.—From what I can see as to <strong>the</strong> emblems, or marked edi-<br />

torial on page 4 <strong>of</strong> "The Odd Fellow," I do not discover any infraction<br />

<strong>of</strong> <strong>the</strong> laws <strong>of</strong> <strong>the</strong> Order. I have received regularly for several years<br />

about thirty Odd Fellow publications and nearly all <strong>of</strong> <strong>the</strong>m display<br />

emblems <strong>of</strong> <strong>the</strong> Order. One now before me that I received today has,<br />

on its front page, eleven (11) emblems <strong>of</strong> <strong>the</strong> Order. This periodical<br />

is published by a prominent member <strong>of</strong> <strong>the</strong> Sovereign <strong>Grand</strong> <strong>Lodge</strong><br />

from one <strong>of</strong> <strong>the</strong> best Odd Fellow Jurisdictions in this country and is
