From a historical perspective thegrowth divergence amongst the Triad countries is actually remarkable.Growth convergence between the various countries following theUS, appeared a long lasting, characteristic feature of the second halfof the 20 th Century and has been more or less acknowledged as anendogenous automatic process in much of the economic literature(Abramovitz, 1989), seeking to explain differences in growth ratesbetween countries. Thus the post-war growth convergence amongstOECD countries reflects the continuous spreading through internationaltrade, foreign investment, licences and various other formal andinformal information and knowledge channels, of production, distributionand consumption patterns across open, increasingly interdependenthighly developed economies such as the Triad. Nothing seemsto suggest that that process in any way slowed down over the nineties.Rather the contrary, the new information and communication technologiesallowed for an even more rapid diffusion of information onbest-practice production methods, distribution channels or consumptiontrends. Furthermore, the growth divergence of the ninetiestook place despite a major convergence amongst the Triad countriesin aggregate economic indicators such as inflation, long-term interestrates and public spending.It is important to re-situate in its recent historical context the continuingunexpected nature of this emerging growth divergence. Firstand foremost, few authors predicted the slow-down of Japanesegrowth. At the same time, many others predicted rapid growth inEurope because of the internal economic integration deepening processassociated with the Single Market and the expected rapid catchingup of Eastern European countries to EU income and consumptionlevels.
