Martin Winter: Protest policing and the problem of violence, FJ NSB 4/98, pp. 68-81
In the final contribution, Martin Winter applies the .political opportunity' approach to the protestviolence
nexus. Although more attention to the chances to act and the resources of conflict parties
has been called for time and again, there have thus far been few analyses of the role of the police
apparatus as a central Opponent of social movements. The author attempts to explore this field of
,protest policing' and asks which philosophies guide the strategical and tactical deployment of
police forces, and how, in turn, police behaviour is perceived by protest groups. He concludes that
police strategies have to satisfy the requirements of three different .battlefields': tactical and
strategical goal attainment, legitimacy of police measures, and acceptance in public opinion by way
of the mass media.
