re<strong>in</strong>, I would advise that <strong>the</strong>y should run over rough<br />

ground with <strong>the</strong>ir h<strong>and</strong>s tied beh<strong>in</strong>d <strong>the</strong>ir backs, <strong>and</strong><br />

judge for <strong>the</strong>mseves if <strong>the</strong>y would be able to save <strong>the</strong>m-<br />

selves if <strong>the</strong>y made a false step. <strong>The</strong> head acts <strong>the</strong> same<br />

purpose to <strong>the</strong> <strong>horse</strong> as <strong>the</strong> h<strong>and</strong>s to a man ; if it stumbles<br />

it puts its head out to ga<strong>in</strong> its equilibrium, but if its head<br />

<strong>and</strong> tail are tied toge<strong>the</strong>r with <strong>the</strong> bear<strong>in</strong>g re<strong>in</strong> <strong>and</strong> <strong>the</strong><br />

animal stumbles he must fall, if <strong>the</strong> bear<strong>in</strong>g-re<strong>in</strong> or <strong>the</strong><br />

turret does not break. I have seen many <strong>horse</strong>s draw<strong>in</strong>g<br />

heavy loads up-hill with <strong>the</strong>ir heads tied as if <strong>in</strong> a vice,<br />

mak<strong>in</strong>g <strong>the</strong> labour doubly as hard for <strong>the</strong> poor animals.<br />

Any <strong>horse</strong> with full liberty will draw a ton better than<br />

it could half-a-ton with its head tied up with <strong>the</strong> bear<strong>in</strong>g<br />

re<strong>in</strong>. Look at a team <strong>of</strong> <strong>horse</strong>s at plough, draw<strong>in</strong>g up<br />

<strong>the</strong> face <strong>of</strong> a steep hill, see how <strong>the</strong>y bend to <strong>the</strong>ir work;<br />

<strong>the</strong>y have liberty, consequently <strong>the</strong>y work with ease ;<br />

but see ano<strong>the</strong>r team with <strong>the</strong>ir heads tied up with <strong>the</strong><br />

bear<strong>in</strong>g re<strong>in</strong>, see how hard <strong>the</strong>y labour to draw <strong>the</strong><br />

plough, see how <strong>of</strong>ten <strong>the</strong>y try to stop, see how <strong>the</strong>y toss<br />

<strong>the</strong>ir heads to relieve <strong>the</strong> stra<strong>in</strong> on <strong>the</strong> muscles <strong>of</strong> <strong>the</strong><br />

neck ; hark how <strong>the</strong> driver uses <strong>the</strong> whip to urge <strong>the</strong>m<br />

on, yet fashion has orda<strong>in</strong>ed that <strong>the</strong> <strong>horse</strong> must suffer<br />
