took place. The decline of the agri<strong>cultural</strong> oper<strong>at</strong>ions <strong>and</strong> household industry, <strong>and</strong> the<br />

growth of a commercial consumerist economy resulted in the transform<strong>at</strong>ion of even<br />

production units into consumption units, which meant th<strong>at</strong> even those women who were<br />

productive laborers were elimin<strong>at</strong>ed. Gulf migr<strong>at</strong>ions also reinforced the concept of<br />

family labor, as it became an effective means of transacting <strong>and</strong> consuming the<br />

remittances. All these resulted in the swelling of ‘non-workers’, a c<strong>at</strong>egory th<strong>at</strong> is the<br />

cre<strong>at</strong>ion of an essentially consumerist economy.<br />

The human geographical perspective outlined above implies the maximum utiliz<strong>at</strong>ion of<br />

the human labor power of the area. Obviously this has to start from the existing labor<br />

units th<strong>at</strong> are the households who are still actively involved in agriculture, <strong>and</strong> those who<br />

are prepared to cultiv<strong>at</strong>e the l<strong>and</strong> provided they are given the l<strong>and</strong> <strong>and</strong> other means. The<br />

present p<strong>at</strong>asekhara samitis consist mainly of p<strong>at</strong>ta holders, who are often marginal<br />

cultiv<strong>at</strong>ors. Those who are traditional cultiv<strong>at</strong>ors have been the downtrodden groups, <strong>and</strong><br />

they are the needy, <strong>and</strong> have the necessary skills <strong>and</strong> knowledge to undertake the job.<br />

One should remember th<strong>at</strong> hey were the people employed to transform the w<strong>at</strong>erlogged<br />

p<strong>at</strong>asekharams to cultiv<strong>at</strong>ion in earlier timed, <strong>and</strong> their role in such hostile conditions is<br />

remembered by old farmers even now. Wh<strong>at</strong> they need is the necessary advanced<br />
