Divisions<br />
Office <strong>of</strong> the Chief - This division is responsible for the performance <strong>of</strong> the Police department and<br />
its commanding <strong>of</strong>ficers. The pr<strong>of</strong>essional standards unit is also a component<br />
<strong>of</strong> this <strong>of</strong>fice. Additional functions <strong>of</strong> the division are internal financial review,<br />
strategic planning, quality management, criminal history records management,<br />
property and evidence management, crime prevention, and the citizen patrol.<br />
Pr<strong>of</strong>essional Standards - This division is responsible for recruiting, training, departmental accreditation,<br />
policy management, internal audits, inspections, investigations, and the vehicle<br />
impound program.<br />
Criminal Investigations - This division is the investigative arm <strong>of</strong> the department and performs criminal<br />
investigations related to property and person crimes. Also included in the<br />
division are dispatch and 9-1-1 service, crime and intelligence analysis, and<br />
victim services.<br />
Field Operations - This division is responsible for providing patrol and police response services to<br />
the community utilizing community-based policing methods, beat team<br />
programs, traffic enforcement, the school resource <strong>of</strong>ficer program, animal<br />
control services, the K-9 program, jail transportation, front desk services, and<br />
other directed community policing activities.<br />
Accomplishments, Enhancements, and Efficiencies<br />
• Completed new mission and vision statements, which align with the city <strong>of</strong> <strong>Surprise</strong> values,<br />
mission, and vision.<br />
• Completed facility security enhancements and a full inventory <strong>of</strong> the property and evidence<br />
facility. In addition, two community service <strong>of</strong>ficers achieved certification as property custodians.<br />
Updated and documented all core business processes and achieved a 100% success rate on the<br />
2012 inventory audit.<br />
• Created a neighborhood response unit, from existing staff, to proactively investigate and<br />
aggressively pursue those prolific <strong>of</strong>fenders driving our crime rates. The unit focuses on reducing<br />
Part 1 Uniform Crime Report (UCR) property crime, assisting the Criminal Investigations Division<br />
with violent crime stringers, high-pr<strong>of</strong>ile cases, and addressing and resolving identified property<br />
crime trends.<br />
• Police Department policies became available online in 2012, which eliminated the need to print<br />
thousands <strong>of</strong> pages <strong>of</strong> materials annually and created a more effective, efficient, and timely<br />
method to research policy related information.<br />
Major Initiatives and Policy Issues<br />
• Develop and communicate the new SPD Policing Plan (2-year strategic plan). The plan includes<br />
new values, mission, and vision statements, as well as alignment with the new city <strong>of</strong> <strong>Surprise</strong><br />
values and Strategic Plan.<br />
• Award a contract for the purchase <strong>of</strong> on-<strong>of</strong>ficer cameras and related technology.<br />
• Achieve ISO 9001:2008 international management certification for the Property and Evidence<br />
Unit’s Quality Management System.<br />
• Propose to the Mayor and <strong>City</strong> Council and the community a false alarm ordinance designed to<br />
reduce the frequency <strong>of</strong> commercial and residential false alarm calls requiring patrol <strong>of</strong>ficer<br />
response.<br />
