Base <strong>Budget</strong> The ongoing expense for personnel, contractual services, commodities, to<br />
maintain service levels.<br />
Bonds Debt instruments that require repayment <strong>of</strong> a specified principal amount on<br />
a certain date (maturity date), along with interest at a stated rate or<br />
according to a formula for determining the interest rate.<br />
<strong>Budget</strong> Financial plan <strong>of</strong> estimated expenditures and anticipated resources adopted<br />
for a specific period <strong>of</strong> time outlining a plan for achieving Mayor and Council<br />
goals and objectives.<br />
CALEA Commission on Accreditation for Law Enforcement Agencies - The<br />
purpose <strong>of</strong> CALEA’s programs is to improve the delivery <strong>of</strong> public safety<br />
services, primarily by: maintaining a body <strong>of</strong> standards, developed by public<br />
safety practitioners, covering a wide range <strong>of</strong> up-to-date public safety<br />
initiatives; establishing and administering an accreditation process; and<br />
recognizing pr<strong>of</strong>essional excellence.<br />
CAP Central Arizona Project – CAP was designed to bring about 1.5 million<br />
acre-feet <strong>of</strong> Colorado River water per year to Pima, Pinal and Maricopa<br />
counties. CAP carries water from Lake Havasu near Parker to the southern<br />
boundary <strong>of</strong> the San Xavier Indian Reservation southwest <strong>of</strong> Tucson. It is a<br />
336-mile long system <strong>of</strong> aqueducts, tunnels, pumping plants and pipelines<br />
and is the largest single resource <strong>of</strong> renewable water supplies in the state<br />
<strong>of</strong> Arizona.<br />
Capital Items Includes the purchase <strong>of</strong> land, the purchase or construction <strong>of</strong> buildings,<br />
structures, and facilities <strong>of</strong> all types, plus machinery and equipment. It<br />
includes expenditures that result in the acquisition or addition <strong>of</strong> a fixed<br />
asset or increase the capacity, efficiency, span <strong>of</strong> life, or economy <strong>of</strong><br />
operating an existing fixed asset. For an item to qualify as a capital item, it<br />
must meet all <strong>of</strong> the following requirements:(1) have an estimated useful life<br />
<strong>of</strong> greater than two years;(2) typically have a unit cost <strong>of</strong> $10,000 or more;<br />
and (3) be a betterment or improvement.<br />
Capital Projects <strong>Budget</strong> The expenditures <strong>of</strong> revenues for major capital projects and items such as<br />
city buildings, parks, acquisition <strong>of</strong> land, major street construction, and<br />
reconstruction, water and sewer lines, and any other project which adds to<br />
the capital assets or infrastructure <strong>of</strong> the city.<br />
Capital Project Funds These funds account for resources providing for the acquisition or<br />
construction <strong>of</strong> capital facilities and items.<br />
CAFR Comprehensive Annual Financial Report - A CAFR is the financial report <strong>of</strong><br />
a state, municipal or other governmental entity that contains at a minimum,<br />
three sections: introductory, financial, and statistical. Additionally, the<br />
financial section provides information on each individual fund and<br />
component unit.<br />
CAWCD Central Arizona Water Conservation District - The purpose <strong>of</strong> the CAWCD<br />
is to provide a mechanism for landowners and water providers to<br />
demonstrate an assured 100-year water supply.<br />
CCTV Closed-Circuit Television - The use <strong>of</strong> video cameras to transmit a signal to<br />
a specific place, on a limited set <strong>of</strong> monitors.<br />
