General Fund Summary
Major Budget Changes
The FY2014 budget increased by 4% from the FY2013 amended budget. Personnel expenditures were
impacted by a 3% increase in the employer contribution for the Arizona State Retirement System and a
2.20% increase for a cost of living adjustment.
Non-personnel costs increased primarily due to the software licenses for SuccessFactors. The increase
was partially offset by transfer of the service agreement expenditure for the flexible spending account
administration to the Employee Healthcare fund.
