Major <strong>Budget</strong> Changes<br />
The <strong>FY2014</strong> budget increased by 2% from the FY2013 amended budget in personnel expenditures only.<br />
Personnel expenditures were impacted by a 3% increase in the employer contribution for the Arizona<br />
State Retirement System and a 2.2% increase for a cost <strong>of</strong> living adjustment. Additionally, the conversion<br />
<strong>of</strong> two contracted attorney positions to assistant city attorney I and II positions had no budgetary impact.<br />

Accomplishments, Enhancements, and Efficiencies<br />
• Continued partnership with Phoenix School <strong>of</strong> Law, accepting one legal intern in the fall and<br />
spring semesters.<br />
• Participated in a series <strong>of</strong> Legal Files trainings to make more efficient use <strong>of</strong> the system to meet<br />
the growing needs <strong>of</strong> the department.<br />
• Continued participation in the West Valley Domestic Violence Fatality Review Team which was<br />
established under the National Domestic Violence Fatality Review Initiative (NDVFRI)<br />
spearheaded by Pr<strong>of</strong>essor Neil Websdale from Northern Arizona University.<br />
• Update the Request for Legal Services s<strong>of</strong>tware to better serve our customers.<br />
• Participated with consultants and auditors regarding development agreement review for accuracy<br />
<strong>of</strong> recording <strong>of</strong> information.<br />
Major Initiatives and Policy Issues<br />
• Working with the Human Resources Department to overhaul the Employee Policy Manual.<br />
• Verifying that all departments are in compliance with the Federal Labor Standards Act (FLSA).<br />
