<strong>City</strong> Manager’s Office<br />

Department Description<br />

The city <strong>of</strong> <strong>Surprise</strong> operates under a Council/<strong>City</strong> Manager form <strong>of</strong> government. The Mayor and <strong>City</strong><br />

Council are responsible for appointing a <strong>City</strong> Manager who carries out Council adopted policies and<br />

directs the day-to-day operations <strong>of</strong> city government.<br />

The <strong>City</strong> Manager’s Office is responsible for ensuring operations are running effectively throughout the<br />

entire organization. The <strong>City</strong> Manager is responsible for drafting a balanced budget for Mayor and <strong>City</strong><br />

Council review and approval each year. To that end, the <strong>of</strong>fice focuses on funding programs to achieve<br />

the Mayor and <strong>City</strong> Council’s goals through strategic planning, process improvement assessments, and<br />

improving internal and external customer service.<br />

The city has two Assistant <strong>City</strong> Managers (ACM) who report to the <strong>City</strong> Manager. The ACM oversee the<br />

output and budgets <strong>of</strong> various city departments, assuring high quality work, and facilitating interdepartmental<br />

cooperation on important issues.<br />

Primary Functions<br />

Support the Mayor and <strong>City</strong> Council<br />

Provide financial guidance to maintain the city <strong>of</strong> <strong>Surprise</strong> as a fiscally sustainable organization<br />

Provide leadership and direction to staff<br />

Ensure an enhanced quality <strong>of</strong> life to citizens<br />

Design and implement strategies to engage and inform the community on important issues<br />

Design and implement strategies to maximize residents’ ease <strong>of</strong> access to city service and<br />

information<br />

Create, operate, and/or strategically direct city <strong>of</strong> <strong>Surprise</strong> <strong>of</strong>ficial communications such as:<br />

o News releases, <strong>of</strong>ficial statements, media remarks<br />

o The city’s internet site www.surpriseaz.gov<br />

o The city’s intranet site “Inside <strong>Surprise</strong>”<br />

o The city’s social media sites: multiple Twitter and Facebook accounts/pages<br />

o The city’s government access TV station, <strong>Surprise</strong> 11<br />
