SPA Special Planning Area - Designated areas within a city <strong>of</strong> <strong>Surprise</strong> planning<br />

area designed to ensure that land resources are utilized efficiently and that<br />

the community’s long-term development needs are addressed. The goal <strong>of</strong><br />

each SPA is to ensure a balanced mix <strong>of</strong> land uses, adequate support<br />

resources, proper ratio <strong>of</strong> people to jobs, and an efficient and effective<br />

multi-modal transportation network. There are six SPAs in the city <strong>of</strong><br />

<strong>Surprise</strong>.<br />

SPD <strong>Surprise</strong> Police Department – The department, in partnership with the<br />

community, provides the delivery <strong>of</strong> progressive crime prevention and<br />

protection.<br />

Secondary Property Tax Voter approved tax levy that can only be used to retire general bonded debt<br />

obligations.<br />

Special Revenue Funds Used to record the receipt <strong>of</strong> funding from specific revenue sources (other<br />

than special assessments, trusts, or major capital projects) which are<br />

legally restricted to expenditure for specific purposes.<br />

SLID Streetlight Improvement District - Special taxing district established to pay<br />

the costs <strong>of</strong> electricity associated with streetlights within a specific subdivision.<br />

Tax rate is limited to a maximum <strong>of</strong> $1.20 per $100 <strong>of</strong> assessed<br />

value.<br />

SPM Street Preservation and Maintenance Program - Road preservation for all<br />

city streets including repair, crack sealing, fog seal with seal master, mill<br />

and overlay, and reconstruction.<br />

SR State Route - A broad highway designed for high-speed traffic.<br />

SWPPP Stormwater Pollution Prevention Plan - A plan that describes the strategies<br />

and steps that will be taken to prevent nonpoint source pollution<br />

discharging from a construction/industrial site into a municipal storm sewer<br />

system.<br />

Tax Levy The total amount to be raised by general property taxes for purposes<br />

specified in the Tax Levy ordinance.<br />

TE Traffic Engineering – The division is responsible for the operations <strong>of</strong> the<br />

intelligent transportation system, traffic signal service and maintenance,<br />

traffic signs and markings service and maintenance, and traffic engineering,<br />

planning, management, and control services.<br />

TTHM Total Trihalomethanes – Is the total concentration <strong>of</strong> the four chief<br />

constituents (chlor<strong>of</strong>orm, brom<strong>of</strong>orm, bromodichloromethane, and<br />

dibromochloromethane). Trihalomethanes are formed as a by-product<br />

predominantly when chlorine is used to disinfect water for drinking. They<br />

represent one group <strong>of</strong> chemicals generally referred to as disinfection byproducts.<br />

They result from the reaction <strong>of</strong> chlorine and/or bromine with<br />

organic matter present in the water being treated.<br />

Transfer An inter-fund transaction where one fund contributes resources to another<br />

fund where the resources are expended.<br />

Trust Fund Used to account for resources held by the city as a trustee for a private<br />

party such as volunteer firefighters’ pension boards.<br />
