Mission Statement<br />

The city <strong>of</strong> <strong>Surprise</strong> Finance Department strives to be proactive leaders, identifying issues, and <strong>of</strong>fering<br />

innovative solutions while providing excellent customer service.<br />

Organizational Chart<br />

Primary Functions<br />

Financial analysis and general ledger accounting and reporting<br />

Preparing and monitoring operating and capital budgets to comply with financial policies and legal<br />

requirements<br />

Bi-weekly payroll processing<br />

Contract and purchasing services and support<br />

Business license processing, sales tax audits, and city cashiering<br />

Processing and distribution <strong>of</strong> city payments<br />

Fiscal management <strong>of</strong> city grants<br />

Divisions<br />

Administration - The Administration Division is primarily responsible for department oversight and<br />

policy development.<br />

Accounting - The Accounting Division is responsible for the city’s comprehensive annual<br />

financial report (CAFR), assistance with development agreement preparation and<br />

tracking, construction project expense tracking, and fixed assets.<br />

<strong>Budget</strong> - The <strong>Budget</strong> Division provides research, budget, and special projects services.<br />

The division is responsible for delivering accurate, reliable, and timely information<br />

and advice that will assist in making informed decisions.<br />

Payroll - The Payroll Division is responsible for processing employee payroll.<br />

Procurement - The Procurement Division is responsible for processing all city payments and<br />

managing the contract and procurement services <strong>of</strong> the city.<br />

Revenue - The Revenue Division is responsible for issuing business licenses, managing the<br />

cashiering and accounts receivable functions <strong>of</strong> the city, tracking and auditing<br />

transaction privilege tax, and providing investment oversight and reporting.<br />
