Description<br />
In lieu <strong>of</strong> a personal property tax on automobiles, the state imposes an annual vehicle license tax (VLT). These are state shared revenues<br />
and are distributed to cities and towns based generally on the population at the last census or special census. These revenues are recorded<br />
in the general fund.<br />

Forecast Assumptions<br />
The FY2013 and <strong>FY2014</strong> forecasts are based on year-over-year percent increase data from the League <strong>of</strong> Arizona Cities and Towns. The<br />
forecast for future years is based on population and revenue per capita. Vehicle license taxes are distributed based on population. The 2010<br />
census resulted in increased revenues beginning in FY2012 as the city share <strong>of</strong> total population increased. The decrease in FY2013 is<br />
attributable to the League's forecasted reduction in vehicle sales.<br />

Description<br />
The source <strong>of</strong> this funding is the Arizona State Lottery and is received from disbursements from the local transportation assistance fund<br />
(LTAF). These revenues are recorded in the transit fund, which was established to track all revenues and expenditures associated with<br />
providing transit services within the city <strong>of</strong> <strong>Surprise</strong>.<br />

In February 2010, the distribution <strong>of</strong> these funds to the cities was discontinued by the state legislature. This was reversed by the U.S. District<br />
Court in <strong>of</strong> 2011, and the city received a distribution in March 2011 for lottery earnings collected from July 2009 to February 2010. The<br />
distribution <strong>of</strong> these funds has been confirmed for FY2012 and FY013 however, it is uncertain if they will be received after FY 2013.<br />
