Water Operations Fund<br />

Fund Description<br />

The water operations fund is established as an enterprise fund to account for the provision <strong>of</strong> water<br />

services to users. The Public Works Department manages this fund to provide the city and customers<br />

water for drinking, irrigation, commercial, and industrial uses in a quantity and quality that meets or<br />

exceeds standards. The department also provides water infrastructure that supports a long-term assured<br />

water supply and sustainable operations through the planning, implementation, operation, and<br />

maintenance <strong>of</strong> city <strong>of</strong> <strong>Surprise</strong> owned water facilities and systems.<br />

The Public Works Department is responsible for oversight <strong>of</strong> an agreement with Arizona American Water<br />

Company for the billing services <strong>of</strong> city <strong>of</strong> <strong>Surprise</strong> water customers. The citizens <strong>of</strong> <strong>Surprise</strong> are serviced<br />

by several water systems including EPCOR Utilities Inc., the c ity <strong>of</strong> El Mirage, the Beardsley<br />

Water Company, and the city <strong>of</strong> <strong>Surprise</strong>. The city owned system serves about one-third <strong>of</strong> the total<br />

citizens in <strong>Surprise</strong>.<br />

Primary Functions<br />

Coordinates and provides centralized administrative and management services including<br />

purchasing, budget, information technology, and management support<br />

Oversees maintenance, operation, process engineering, and administrative support services<br />

related to the drinking and reclaimed water systems<br />

Operates and maintains the drinking and reclaimed water pipeline infrastructure systems<br />

Participates in development reviews and management and planning <strong>of</strong> architectural<br />

and engineering design and construction <strong>of</strong> city capital projects<br />

Operates a centralized call center to provide one location for customer services<br />

Provides utility locating services to ensure legal compliance with the Arizona Blue Stake<br />

laws requiring all facility owners to accurately mark all underground facilities within specified<br />

time frames<br />

Ensures environmental regulatory compliance in such areas as drinking water quality, air<br />

quality, cross connection controls, water conservation and water resource management, water<br />

quality control and assurance, and data administration<br />

Divisions<br />

Administration - Maintains all the centralized administrative functions<br />

Operations - Oversees all the day-to-day operations and maintenance <strong>of</strong> the production,<br />

treatment, and distribution <strong>of</strong> drinking water<br />

CIP – Utilities - Responsible for city related water infrastructure construction projects and utility<br />

locations<br />

Customer Service - Responds to customer’s water service requests, complaints and customer<br />

needs.<br />

Utility Locating - Performs utility locating - blue stake activities<br />

Environmental - Oversees compliance and reporting aspects <strong>of</strong> the government regulations<br />

regarding reclaimed water quality, drinking water quality and supply, storm water<br />

quality, and air quality relating specifically to the city’s water facilities<br />
