“Foreign Wind”<br />
The “foreign wind” reflects the interests of various compatriot groups, including the<br />
<strong>Korean</strong>s of Chinese, Japanese, Russian, American, and Southern origins. Also, it may be<br />
reflected in the parochial interests of the government officials who are responsible for specific<br />
neighboring countries in their official duties or who are known to have expressed noticeable<br />
interest in certain countries and cultures. Origin, educational background, known policy<br />
preferences, and observable interactions with foreign counterparts (job description, participation<br />
in international talks, visits to foreign countries, visits to foreign embassies, reception of foreign<br />
delegations, etc.) are used as criteria for listing certain individuals in the “foreign wind” group.<br />
These people are scattered throughout the entire government and operate in the penumbras of<br />
larger and more powerful political forces. They may or may not lobby for certain domestic and<br />
foreign policies beneficial or detrimental with respect to the DPRK’s relations with its<br />
neighboring countries. Tables 9, 10, 11, 12, 13 list the most influential representatives of the<br />
“foreign wind” constituency inside the DPRK’s political elites.<br />
