Este proceso, ciertamentecon diversos grados de avance y de éxitoen cada uno de los países de la Región, ha estadocaracterizado por un menor dinamismo frente alos otros servicios y actualmente, es posible detectaralgunas tendencias que de no ser corregidasmantendrán al sector en un verdadero “callejónsin salida”. El presente articulo es un intento poranalizar el proceso de transformación de los serviciosde agua potable y saneamiento desde la perspectivabrindada por el enfoque institucional y utilizandoel concepto de “gobernabilidad” como elementocentral en la definición de los logros, dificultadesy limitaciones identificados.En tal sentido, se evalúa la coherencia y pertinenciadel arreglo institucional que se ha propuestocomo paradigma de modernidad sectorial conla naturaleza de los SAPS, su eficiencia en la superaciónde los problemas más urgentes y las fortalezasy restricciones de las capacidades presentes enlos países latinoamericanos, para superar con eficienciadichos problemas. Por lo menos tres característicaspropias de los SAPS limitan de maneranotoria la aplicación de este arreglo institucional:su condición de monopolio natural, las fuertesexternalidades asociadas a la salud y el limitadonúmero de operadores privados. Los elementosseñalados podría explicar la baja eficiencia delmodelo para resolver algunos de los problemas masnotorios y tradicionales del sector, así como en elhecho de haberse originado un conjunto de nuevosproblemas sectoriales que no encuentran respuestadentro del modelo propuesto.Palabras-claves: Gobernabilidad, agua potable,saneamento, America Latina.Abstract: The process of change in drinkingwater and sanitation services (SAPS-servicios deagua potable y saneamiento) in Latin America hasmade progress since the end of the 1980s, andhas followed the general lines that drove changesin all network services, particularly telecommunicationsand electricity. This process, certainlywith different degrees of progress andsuccess in each of the countries in the Region,has been characterized by less dynamism ascompared to other services, and it is currentlypossible to detect a few tendencies that, unlesscorrected, will keep the sector in a real “ deadend”. This article is an attempt to analyze theprocess of change in drinking water and sanitationservices from the perspective given by theinstitutional focus and using the concept of“governability” as a central element in definingthe successes, difficulties and limitations identified.In this sense, an analysis is performed ofthe consistency and pertinence of the institutionalarrangement that has been proposed as aparadigm of sectorial modernity with the natureof the SAPS, their effectiveness in overcomingthe most pressing problems and thestrengths and limitations of the capacities presentin Latin American countries, to overcomethose problems effectively. At least three characteristicsspecific to the SAPS clearly limit theapplication of this institutional arrangement:its condition as a natural monopoly, the strongexternalities associated with health and the limitednumber of private operators. The elementsmentioned could explain the low efficiencyof the model in solving some of the bestknown problems that are traditional in that sector,as well as the fact that a new set of sectorialproblems arose which do not find an answerwithin the model proposed.Key Words: Governability, drinking water, sanitation,Latin America.
