Martin menar att mindre företag i bästa fall har råd med någon systemerare som gör<br />

bildskärmslayouter eller genererar program med hjälp av programgenerator. Det<br />

mellanstora företaget har det sämre, för där vill man göra allt själv och använda traditionella<br />

metoder, för att "pioneers often get killed". Följande stycke är citat från<br />

sidorna 7 och 8 i Martin:<br />

"To achieve the degree of end-user participation in computing required by<br />

the stratetgy in Fig 1.2 (punkterna för det stora företaget ovan) is a major<br />

change. It requires "user-friendly, nonthreatening" software and application<br />

dialogues. It requires a massive number of users to be trained. It requires<br />

a change in the role of the systems analyst who will increasingly assume<br />

a consultant role, guiding and teaching the users, showing them the<br />

possibilities, acting as salespersons of new methods, solving the users'<br />

problems and generally handholding. It will require an understanding by<br />

senior management that they must motivate the users to participate, putting<br />

statements in their management-by-objectives forms, which instruct<br />

and encourage users at all levels to apply the new DP tools.<br />

An opinion commonly hold by DP professionals and by computer manufacturers<br />

and development staff is that end users are not mental equipped<br />

to participate in the DP creation process… Many users feel that they are<br />

too busy or have something more important to do. Many are frightened of<br />

terminals and do not use them because they might appear foolish in front<br />

of their colleagues. Some have a slightly arrogant attitude and will not<br />

learn, in the same way that a manager will not learn to type. Users often<br />

need to be encouraged or instructed from above to get over the hurdle<br />

which prevent them making better use of today's computers. ...<br />

There are now many examples of end users participating in the DP process<br />

with results much better than those that would have come from DP proffesionals,<br />

because the end users know the subtleties of what they want to accomplish.<br />

To make this happen on a large scale needs software and tools<br />

quite different from those which the traditional programmer uses. Those<br />

facilities now exist and will rapidly improve. ..."<br />

Martin tar här upp viktiga förutsättningasr, nämligen utbildning av användare och<br />

behovet av lämpliga redskap. Han hävdar också att användare generellt sett är bättre<br />

systemutvecklare än dataexperter eftersom de har bättre kunskap om verksamheten.<br />
