the only two populations with significant natural production (S<strong>and</strong>y <strong>and</strong> Clackamas),<br />

short- <strong>and</strong> long-term trends are negative <strong>and</strong> productivity (as gauged by pre-harvest<br />

recruits) is down sharply from recent (1980s) levels.<br />

The Federal Columbia River Power System Opinion (FCRPS) (2008) describes this ESU<br />

as consisting of three MPGs. Each is comprised of three to 14 populations. In many<br />

cases, populations have low abundance <strong>and</strong> natural runs have been extensively replaced<br />

by hatchery production. Abundance estimates are available for only five populations <strong>and</strong><br />

trend estimates for only two. Time series are not available for Washington coho<br />

populations. The 100-year risk of extinction was derived qualitatively, based on risk<br />

categories <strong>and</strong> criteria identified by the W/LCTRT in 2004. Most of the population of<br />

LCR had high or very high extinction risk probabilities. Spatial structure has been<br />

substantially reduced by the loss of access to the upper portions of some basins from<br />

tributary hydro development (i.e., Condit Dam on the Big White Salmon River <strong>and</strong><br />

Powerdale Dam on the Hood River). Finally, the diversity of populations in all three<br />

MPGs has been eroded by large hatchery influences <strong>and</strong> periodically, low effective<br />

population sizes. Nevertheless, the genetic legacy of the Lewis <strong>and</strong> Cowlitz River coho<br />

salmon populations is preserved in ongoing hatchery programs.<br />

Critical Habitat<br />

NMFS has not designated critical habitat for LCR coho salmon.<br />

SONCC Coho Salmon<br />

Distribution<br />

SONCC coho salmon consists of all naturally spawning populations of coho salmon that<br />

reside below long-term, naturally impassible barriers in streams between Punta Gorda,<br />

California <strong>and</strong> Cape Blanco, Oregon (Figure 20).<br />

This ESU also includes three artificial propagation programs: the Cole Rivers Hatchery<br />

(ODFW stock #52), Trinity River Hatchery, <strong>and</strong> Iron Gate Hatchery coho hatchery<br />
