• Available monitoring data <strong>and</strong> other local, county, <strong>and</strong> state information<br />

• Online toxicity databases (PAN, EXTOXNET, ECOTOX, USGS, NPIC)<br />

• Pesticide exposure models run by NMFS<br />

• Population models run by NMFS<br />

• Information <strong>and</strong> data provided by the registrants identified as applicants<br />

• Comments on the draft Opinion from EPA <strong>and</strong> any applicants<br />

• Incident reports<br />

Collectively, this information provided the basis for our determination as to whether <strong>and</strong><br />

to what degree listed resources under our jurisdiction are likely to be exposed to EPA’s<br />

action <strong>and</strong> whether <strong>and</strong> to what degree the EPA can ensure that its authorization of<br />

pesticides is not likely to jeopardize the continued existence of threatened <strong>and</strong><br />

endangered species or is not likely to result in the destruction or adverse modification of<br />

designated critical habitat.<br />

Application of Approach in this Consultation<br />

The EPA proposes to authorize the use of over 100 pesticide formulations (pesticide<br />

products) containing the a.i.s carbaryl, carbofuran, <strong>and</strong> methomyl through its authority to<br />

register pesticides under FIFRA. Registration by EPA authorizes the use of these<br />

formulations in the U.S. <strong>and</strong> its territories, documented by EPA’s approval of registrantderived<br />

pesticide labels. Pursuant to the court’s 2002 order in Washington Toxics<br />

Coalition v. EPA, EPA initiated consultation on registration of carbaryl, carbofuran, <strong>and</strong><br />

methomyl for 26 listed ESUs of Pacific salmonids. Since EPA initiated consultation,<br />

NMFS has listed one additional Pacific coho ESU <strong>and</strong> one additional Pacific steelhead<br />

DPS. This Opinion represents NMFS’ evaluation of whether EPA’s authorization of<br />
