Life History<br />

SR Basin steelhead occupy habitat that is considerably warmer <strong>and</strong> drier (on an annual<br />

basis) than other steelhead DPSs. SR Basin steelhead are generally classified as summer<br />

run, based on their adult run timing pattern. Sexually immature adult SR Basin summer<br />

steelheads enter the Columbia River from late June to October. SR Basin steelhead<br />

returns consist of A-run fish that spend one year in the ocean, <strong>and</strong> larger B-run fish that<br />

spend two years at sea. Adults typically migrate upriver until they reach tributaries from<br />

1,000 to 2,000 m above sea level where they spawn between March <strong>and</strong> May of the<br />

following year. Unlike other anadromous members of the Oncorhynchus genus, some<br />

adult steelhead survive spawning, return to the sea, <strong>and</strong> later return to spawn a second<br />

time. After hatching, juvenile SR Basin steelhead typically spend two to three years in<br />

fresh water before they smolt <strong>and</strong> migrate to the ocean.<br />

Status <strong>and</strong> Trends<br />

SR Basin steelhead were listed as threatened in 1997 (62 FR 43937). Their classification<br />

status was reaffirmed following a status review on January 5, 2006 (71 FR 834). The<br />

ICBTRT (2003) identified 23 populations in the following six MPGs: Clearwater River,<br />

Gr<strong>and</strong>e Ronde River, Hells Canyon, Imnaha River, Lower SR, <strong>and</strong> Salmon River. SR<br />

Basin steelhead remain spatially well distributed in each of the six major geographic<br />

areas in the SR basin (Good, Waples et al. 2005). Environmental conditions are<br />

generally drier <strong>and</strong> warmer in these areas than in areas occupied by other steelhead<br />

species in the Pacific Northwest. SR Basin steelhead were blocked from portions of the<br />

upper SR beginning in the late 1800s <strong>and</strong> culminating with the construction of Hells<br />

Canyon Dam in the 1960s. The SR Basin steelhead “B run” population-levels remain<br />

particularly depressed. The ICBTRT has not completed a viability assessment for SR<br />

Basin steelhead.<br />

Limited information on adult spawning escapement for specific tributary production areas<br />

for SR Basin steelhead made a quantitative assessment of viability difficult. Annual<br />

return estimates are limited to counts of the aggregate return over Lower Granite Dam,<br />
