EPA concluded that the registration of carbofuran products would have no effect on<br />

Northern California Steelhead, Central California Coast coho, <strong>and</strong> California Coastal<br />

Chinook salmon. EPA also concluded that the registration of carbofuran products would<br />

not likely adversely affect Central Valley Spring-run Chinook salmon, Lower Columbia<br />

River Chinook salmon, Puget Sound Chinook salmon, Sacramento River winter-run<br />

Chinook salmon, Upper Willamette River Chinook salmon, Columbia River chum, Hood<br />

Canal summer-run chum, Oregon Coast coho, SONCC coho, Ozette Lake sockeye, Snake<br />

River sockeye, Central California Coast steelhead, California Central Valley steelhead,<br />

Lower Columbia River steelhead, Snake River steelhead, South-Central California<br />

steelhead, Southern California steelhead, <strong>and</strong> Upper Willamette River steelhead.<br />

EPA concluded that the registration of methomyl products would have no effect on<br />

Northern California steelhead <strong>and</strong> California Coastal Chinook salmon.<br />

Although EPA has determined that its action in registering pesticides containing the three<br />

a.i.s is not likely to adversely affect certain ESUs/DPSs <strong>and</strong> will have no effect on others,<br />

EPA initiated formal consultation on its action because EPA concluded that its action<br />

may adversely affect other listed ESUs/DPSs. When an action agency concludes that its<br />

action will not affect any listed species or critical habitat, then no section 7 consultation is<br />

necessary (USFWS <strong>and</strong> NMFS 1998). If NMFS concurs with a federal agency that its<br />

action is not likely to adversely affect any listed species or critical habitat, then formal<br />

consultation is not required. Since formal consultation was triggered, NMFS evaluated<br />

the federal action <strong>and</strong> its impacts to all listed Pacific, anadromous salmonids <strong>and</strong> their<br />

designated critical habitat. In this Opinion, NMFS will analyze the impacts to all<br />

ESUs/DPSs of Pacific salmonids present in the action area, including those salmonid<br />

species identified by EPA as being unaffected or not likely to be adversely affected<br />

including two species of salmonid listed after EPA provided its BEs.<br />
