(USBR 1998 in (FCRPS 2008); providing stable outflows at Hells Canyon Dam during<br />

the fall Chinook salmon spawning season <strong>and</strong> maintaining these flows as minimums<br />

throughout the incubation period to enhance survival of incubating fall-run Chinook<br />

salmon; <strong>and</strong> reduced summer temperatures <strong>and</strong> enhanced summer flow in the lower<br />

Snake River (see (Corps, BPA et al. 2007), Appendix 1 in (FCRPS 2008)). Providing<br />

suitable water temperatures for over-summer rearing within the Snake River reservoirs<br />

allows the expression of productive “yearling” life history strategy that was previously<br />

unavailable to Snake River fall-run Chinook salmon.<br />

The mainstem FCRPS corridor has also improved safe passage through the hydrosystem<br />

for juvenile steelhead <strong>and</strong> yearling Chinook salmon with the construction <strong>and</strong> operation<br />

of surface bypass routes at Lower Granite, Ice Harbor, <strong>and</strong> Bonneville dams <strong>and</strong> other<br />

configuration improvements (Corps, BPA et al. 2007).<br />

For salmon, with a stream-type juvenile life history, projects that have protected or<br />

restored riparian areas <strong>and</strong> breached or lowered dikes <strong>and</strong> levees in the tidally influenced<br />

zone of the estuary have improved the function of the juvenile migration corridor. The<br />

FCRPS action agencies recently implemented 18 estuary habitat projects that removed<br />

passage barriers. These activities provide fish access to good quality habitat.<br />

The Corps et al. (2007) estimated that hydropower configuration <strong>and</strong> operational<br />

improvements implemented from 2000 to 2006 have resulted in an 11.3% increase in<br />

survival for yearling juvenile LCR Chinook salmon from populations that pass<br />

Bonneville Dam. Improvements during this period included the installation of a corner<br />

collector at Powerhouse II (PH2) <strong>and</strong> the partial installation of minimum gap runners at<br />

Powerhouse 1 (PH1) <strong>and</strong> of structures that improve fish guidance efficiency at PH2.<br />

Spill operations have been improved <strong>and</strong> PH2 is used as the first priority powerhouse for<br />

power production because bypass survival is higher than at PH1. Additionally, drawing<br />

water towards PH2 moves fish toward the corner collector. The bypass system screen<br />

was removed from PH1 because tests showed that turbine survival was higher than<br />

through the bypass system at that location.<br />
