The precise change in the conservation value of critical habitat within the ESU/DPS from the<br />

proposed action cannot be quantified <strong>and</strong> will likely vary according to the specific designated<br />

critical habitat. However, based on the effects described above, it is reasonably likely that the<br />

proposed action will have a large, local, negative reduction in that conservation value of<br />

designated critical habitat within highly developed agricultural, residential, <strong>and</strong> urban areas. The<br />

duration, frequency, <strong>and</strong> severity of these reductions will vary according to overall numbers <strong>and</strong><br />

volume of applications of carbaryl, carbofuran, <strong>and</strong> methomyl in areas of designated critical<br />

habitat, among other variables.<br />

Therefore, we expect that the registration of carbaryl <strong>and</strong> carbofuran will adversely affect<br />

designated critical habitat of all listed Pacific salmonids except for that of Ozette Lake sockeye<br />

salmon, Snake River sockeye salmon, Northern California steelhead, Columbia River chum<br />

salmon, Hood Canal summer-run chum salmon, <strong>and</strong> Oregon Coast coho salmon. We also expect<br />

that the reregistration of methomyl will adversely affect designated critical habitat of all listed<br />

Pacific salmonids, except for that of Ozette Lake sockeye salmon, Snake River sockeye salmon,<br />

Northern California steelhead, Columbia River chum salmon, Hood Canal summer-run chum<br />

salmon, Oregon Coast coho salmon, Snake River fall-run Chinook salmon, Snake River springsummer-run<br />

Chinook salmon, California Coastal Chinook salmon, <strong>and</strong> Snake River steelhead.<br />

Chinook salmon, UCR spring-run Chinook salmon, Upper Willamette River Chinook<br />

salmon, Central California Coast coho salmon, LCR coho salmon, Southern Oregon <strong>and</strong><br />

Northern Coastal California coho salmon, California Central Valley steelhead, Central California<br />

Coast steelhead, LCR steelhead, MCR steelhead, Puget Sound steelhead, Snake River Basin<br />

steelhead, South Central California coast steelhead, Southern California steelhead, UCR<br />

steelhead, <strong>and</strong> Upper Willamette River steelhead, the environmental baseline for the action area,<br />
