Risk Characterization<br />

In this section we integrate our exposure <strong>and</strong> response analyses to evaluate the likelihood of<br />

adverse effects to individuals, populations, species, <strong>and</strong> designated critical habitat (Figure 38).<br />

We combined the exposure analysis with the response analysis to: 1) determine the likelihood of<br />

salmonid <strong>and</strong> habitat effects occurring from the stressors of the action; 2) evaluate the evidence<br />

presented in the exposure <strong>and</strong> response analyses to support or refute risk hypotheses; 3) translate<br />

fitness level consequences of individual salmonids to population-level effects; <strong>and</strong> 4) translate<br />

habitat-associated effects to potential impacts on PCEs of critical habitat. The risk<br />

characterization section concludes with a general summary of species responses from<br />

population-level effects. We then evaluate the effects to specific ESUs <strong>and</strong> designated critical<br />

habitat in the Integration <strong>and</strong> Synthesis section.<br />
