pear cactus, ornamental plants, <strong>and</strong> non-food crops. <strong>Methomyl</strong> has 24(c) registrations for insect<br />

control on ornamentals, beans, soybeans, radishes, sweet potatoes, Chinese broccoli, broccoli<br />

raab, <strong>and</strong> pumpkins. The a.i.s are therefore expected to be used throughout the growing season.<br />

Existing stocks of carbofuran are also expected to be applied throughout the growing season.<br />

Further, 16% of the DPS’ range consists of developed urban <strong>and</strong> residential l<strong>and</strong>, mostly within<br />

the San Francisco Bay <strong>and</strong> Russian River basin. <strong>Carbaryl</strong> is expected to be used the entire year<br />

within the urban/residential areas.<br />

The CCC steelhead populations are all of the winter-type. Fry emerge in spring <strong>and</strong> rear in<br />

smaller tributaries <strong>and</strong> off-channel habitats. During periods with high flows, they move into<br />

floodplain habitat. Juvenile steelhead remain in freshwater for one or more years before<br />

migrating downstream to smolt.<br />

The registered uses of the three carbamates indicate substantial overlap with the CCC steelhead<br />

populations, especially in the San Francisco Bay, Russian River, <strong>and</strong> Santa Cruz area. We<br />

expect that the proposed uses of the three carbamates may contaminate spawning <strong>and</strong> rearing<br />

habitats <strong>and</strong> lead to both individual fitness level <strong>and</strong> population -level consequences. Thus, the<br />

risk to this species’ survival <strong>and</strong> recovery from the stressors of the proposed action is high for<br />

carbaryl, carbofuran, <strong>and</strong> methomyl.<br />

California Central Valley Steelhead<br />

The CCV steelhead DPS includes all naturally spawned steelhead in the Sacramento River, San<br />

Joaquin River, <strong>and</strong> their tributaries. This area includes streams entering the Sacramento-San<br />

Joaquin Delta (Delta) east of Chipps Isl<strong>and</strong>. All populations rear <strong>and</strong> migrate through the<br />

Sacramento River, San Joaquin River, Delta, <strong>and</strong> San Francisco Bay. The current distribution is<br />

severely reduced <strong>and</strong> fragmented compared to historical distributions. About 6,000 river miles<br />

of river habitat have been reduced to 300 miles. Historical returns within the DPS may have<br />

approached two million adults annually. Current annual run size for the entire Sacramento-San<br />

Joaquin system today is estimated at less than 10,000 returning adults.<br />
