miles where agricultural crops are at the river’s edge. Drift <strong>and</strong> runoff occurring in conjunction<br />

with sockeye salmon migration is expected to cause adverse effect.<br />

Given the life history of the SR sockeye, we expect the proposed uses of carbaryl, carbofuran,<br />

<strong>and</strong> methomyl pesticide products may lead to individual fitness level consequences. However,<br />

we do not expect fry to be exposed to the a.i.s, although some exposure may occur during adult<br />

migration <strong>and</strong> lead to acute lethality or temporary AChE inhibition. However, this exposure is<br />

not expected to occur at a frequency that would cause effects at the population level. Therefore,<br />

the risk to this species’ survival <strong>and</strong> recovery from the stressors of the action is low for carbaryl,<br />

carbofuran, <strong>and</strong> methomyl.<br />

Central California Coast steelhead<br />

The CCC steelhead DPS includes all naturally spawned steelhead in streams from the Russian<br />

River south to Aptos Creek. This area includes streams entering the San Francisco Bay. The<br />

DPS consists of nine historic independent populations. There is limited information on the<br />

abundance of these populations, but all are in severe decline.<br />

The major threats to this DPS identified in the Status of Listed Resources <strong>and</strong> Environmental<br />

Baseline sections are dams <strong>and</strong> other migration barriers, urbanization <strong>and</strong> channel modification,<br />

agricultural activities, predators, hatcheries, <strong>and</strong> water diversions. Throughout the species’<br />

range, habitat conditions <strong>and</strong> quality have been degraded by a lack of channel complexity,<br />

eroded banks, turbid <strong>and</strong> contaminated water, low summer flow <strong>and</strong> high water temperatures, an<br />

array of contaminants found at toxic levels, <strong>and</strong> restricted access to cooler head waters from<br />

migration barriers. There is limited monitoring data from streams within this DPS. The<br />

combined impacts of these threats continue to affect the CCC steelhead.<br />

Crop farming is concentrated in low laying areas <strong>and</strong> floodplains along the estuaries <strong>and</strong> stream<br />

valleys of the Russian River <strong>and</strong> Santa Cruz drainage basins. Christmas trees production occurs<br />

in these areas in addition to a variety of food crops. <strong>Carbaryl</strong> <strong>and</strong> methomyl are registered for a<br />

variety crops grown in the Russian River valley <strong>and</strong> in the San Mateo <strong>and</strong> Santa Cruz counties.<br />

Registered 24(c) uses for carbaryl in California include application to fruits <strong>and</strong> nuts, prickly<br />
