was concerned with what little new information was available <strong>and</strong> indicated that the<br />

monotonic decline in total abundance <strong>and</strong> in the proportion of wild fish in the California<br />

CV steelhead ESU was continuing.<br />

Critical Habitat<br />

Critical habitat was designated for this species on September 2, 2005. The critical habitat<br />

designation for this DPS identifies PCEs that include sites necessary to support one or<br />

more life stages of steelhead. Specific sites include: (1) Freshwater spawning, (2)<br />

freshwater rearing, (3) freshwater migration, (4) estuarine areas free of obstruction, (5)<br />

nearshore marine areas free of obstructions, <strong>and</strong> (6) offshore marine areas with good<br />

water quality. The physical or biological features that characterize these sites include<br />

water quality <strong>and</strong> quantity, natural cover, <strong>and</strong> adequate forage.<br />

Lower Columbia River Steelhead<br />

Distribution<br />

LCR steelhead DPS includes 23 historical anadromous populations in four MPGs. This<br />

DPS includes naturally-produced steelhead returning to Columbia River tributaries on the<br />

Washington side between the Cowlitz <strong>and</strong> Wind rivers in Washington <strong>and</strong> on the Oregon<br />

side between the Willamette <strong>and</strong> Hood rivers, inclusive (Figure 26). In the Willamette<br />

River, the upstream boundary of this species is at Willamette Falls. This species includes<br />

both winter <strong>and</strong> summer steelhead. Two hatchery populations are included in this<br />

species, the Cowlitz Trout Hatchery winter-run stock <strong>and</strong> the Clackamas River stock.<br />

However, neither hatchery population was listed as threatened.<br />

Table 19 identifies populations within the LCR Steelhead salmon DPS, their abundances,<br />

<strong>and</strong> hatchery input.<br />
