m) The contractor shall make all efforts to ensure the earliest availability of WAN links by rectification of faults and follow-ups through concerned agencies such as MTNL, BSNL,HECL, TOUCHTEL, VSNL (or any new Service provider to GAIL) etc. for making the links operational. This shall also include :- i. Visit to the MTNL / Bandwidth provider offices for applying to new links / up-gradation of the existing links. ii. Regular follow-up with the MTNL / Telecom Authority branch offices for expediting the rectification of the link in case it fails or link condition deteriorates. iii. Verify the quality of the links and to contact the site engineers of the vendors / GAIL Engineers for rectification of the same, in addition to the follow ups with the Service providers apart from following up with concerned vendor or autorities for rectification of the same in case the link fails or the link condition deteriorates beyond the acceptable value. n) Data traffic monitoring and management of optimum data speed for each services and performance of the Network and record keeping. Also provide / collect data for baseling the Network. o) Overall Network performance monitoring regularly by contractor supplied software etc and tuning of the Network as and when required and generation of logs. Peak traffic beyond 80% shall be brought to the notice of GAIL so as to plan for updation of the link etc. p) Limit broadcasts, monitoring the response time and taking corrective actions, such as traffic prioritization & QOS to ensure users satisfaction. q) Provide services for implementation of Network / Server security procedures / policy as per IS Audit requirements of GAIL. r) The details of the WAN Links from Noida / Delhi to other GAIL sites is given in Annexure – M (Diagrams of IT Setup). 2.2.3 SERVER MANAGEMENT & RDBMS ADMINISTRATION SERVICE Server Management & RDBMS services for various Servers shall be provided by Contractor and shall include the following alongwith all other actions, which are necessary for optimum utilization of the Servers and ensure availability of various services:- a) Daily monitoring of Servers for the Server connection and troubleshooting, resolving server operational problems like system ‘hang’, hard disk crash, peak CPU duty cycle, network connection failure etc. and keeping a log of the same. b) Installation / Re-installation and support for Operating Systems & RDBMS, running on Server e.g. Solaris, HP-UX, Windows & Oracle RDBMS, SQL Server RDBMS, as and when required. Emergency repair Disk / password recovery disks should be maintained for all the Servers. 154
c) Separate password list for all servers and RDBMS for the contractor shall be maintained. d) Installation of packages upgrades and patches of OS, RDBMS and other Software, as and when provided by GAIL or OEM. e) Before installation of upgrades and patches, a proper backup of RDBMS and other software should be taken by the contractor. f) Downloading of various upgrades, bug fixes, updates, OS & RDBMS patches, Service packs, Security patches of OS and other System Software from OEM Web sites / provided by GAIL, as and when released, and installation of the same. These Patches shall be installed only after checking the same in the test environment, provided by GAIL & keeping a log for the same. g) Monitoring of resources like CPU utilization, memory utilization, disk space usage by application and file system, swap utilization, average load, Systems network traffic etc. vis-à-vis thresholds using basic Server Management tools available on Servers. Else, the contractor may arrange tools for the same without any extra cost. The tools utilized shall be capable of raising alerts in case the average duty cycle goes beyond 50 % OR the peak duty cycle goes beyond 80%, as the case may be. h) Provide Connectivity Management Services such as :- i. Creation of routes on servers to enable organization-wide access. ii. TCP/IP Management. i) Restoration of operation of Servers back after any failure using backup data. j) Enabling auditing on the RDBMS & keeps the proper log. k) Creating / modifying / deleting users and groups in Windows domain as well as in the Solaris / UnixWare Systems. l) Performance management like kernel parameter optimization. Performing quarterly system performance tuning for optimum performance of OS & RDBMS. Changing the system configuration parameters and re-organization the Disk space etc. m) Escalating unresolved problems to OEM / Principal / Vendor for ensuring resolution. n) Support for installation & smooth running of various Services running on these Servers. o) Ensuring confidentiality of the data. p) Hardware Monitoring & other warnings, system alerts in Syslog like CPU Panics & SCSI fatal error etc. 155
