CITY OF NORMANSEWER SALES TAX FUNDBUDGETHIGHLIGHTSThe Sewer Sales Tax Fund was established October 1, 2001, to account for revenues fromthe five-year wastewater system sales and use tax, and expenditures for capital improvementprojects.Ordinance 0001-57 was adopted by <strong>City</strong> Council on June 12, 2001, and approved by voterson August <strong>14</strong>, 2001, as a means <strong>of</strong> financing current capital needs in the <strong>City</strong>’s wastewater system.An additional ½ percent, dedicated sales and use tax imposed by Ordinances 0001-57 and 0102-12was in effect from October 1, 2001, until September 30, 2006. Funds are dedicated to thereconstruction and replacement <strong>of</strong> major sewer mains (interceptors) and treatment systems servingcurrent sewer customers. For these purposes, “current” customers are those whose property wasattached to the system, or whose properties were in approved platted areas, or areas contracted for<strong>City</strong> sewer service, as <strong>of</strong> August 22, 2000.Resolution No. R-0102-55 approved a Citizens Oversight Committee consisting <strong>of</strong> nine (9)members for the purpose <strong>of</strong> ensuring voter-approved sales tax, excise tax, and maintenance fees arespent in accordance with the Ordinances and report to the <strong>City</strong> Council on an annual basis.Resolution No. R-0102-98 approved a Wastewater Master Plan Implementation Committeeconsisting <strong>of</strong> Council Members and citizens, for the purpose <strong>of</strong> ensuring that implementationpolicies follow the intent <strong>of</strong> the Citizen’s Wastewater Coalition and the Master Plan.Ordinance 0203-42 was adopted by the <strong>City</strong> Council/<strong>Norman</strong> Utilities Authority on April 8,2003, and approved by the voters <strong>of</strong> <strong>Norman</strong> on June 10, 2003. This ordinance clarified theapproved uses <strong>of</strong> the Sewer Sales Tax proceeds <strong>of</strong> at least $3.5 million for sludge processingimprovements, and at least $3.2 million towards construction <strong>of</strong> expanded treatment capacity, andthe remainder for sewer main improvements.<strong>FYE</strong> <strong>14</strong> <strong>Budget</strong>Statement <strong>of</strong> Revenues and ExpendituresSewer Sales Tax Revenues have been collected and ended September 30, 2006.$1.6 million in interceptor capital projects are programmed in <strong>FYE</strong> 13 and $83,000 isprogrammed for the North Water Reclamation Facility engineering report.Five Year OutlookThe ½ percent sewer sales and use tax generated $32,099,157 in revenue from October 1,2001 through September 30, 2006. These revenues will be used on a pay-as-you-go basis,segregated in the <strong>City</strong>’s accounting system from <strong>Norman</strong> Utility Authority revenues pledged to theretirement <strong>of</strong> debt.ANNUAL BUDGET98
