CITY OF NORMANMUNICIPAL BUDGET ACT(Title 11 Oklahoma Statutes 2006)SECTION 17-201. MUNICIPAL BUDGET ACT.This act may be cited as the “Municipal <strong>Budget</strong> Act.”SECTION 17-202. PURPOSE OF ACT.The purpose <strong>of</strong> this act is to provide an alternate budget procedure for municipal governments, whichwill:1. Establish standard and sound fiscal procedures for the adoption and administration <strong>of</strong> budgets;2. Make available to the public and investors sufficient information as to the financial conditions,requirements and expectations <strong>of</strong> the municipal government; and3. Assist municipal governments to improve and implement generally accepted standards <strong>of</strong> financemanagement.SECTION 17-203. APPLICATION OF ACTThis act shall apply to any incorporated city or town which, by resolution <strong>of</strong> the governing body, optsto come under and comply with all its provisions and requirements. Once a municipality has selectedthe Municipal <strong>Budget</strong> Act to govern its budget procedures, the provisions <strong>of</strong> this act shall takeprecedence over any other state laws applicable to municipal budgets, except as may be providedotherwise in this act, and supersede any conflicting laws. Any action <strong>of</strong> a municipal governing body toimplement, rescind or repeal the application <strong>of</strong> the Municipal <strong>Budget</strong> Act shall be effective as <strong>of</strong> thebeginning or end <strong>of</strong> a budget year pursuant to this act.SECTION 17-204. DEFINITIONSAs used in this act:1. “Account” means an entity for recording specific revenues or expenditures, or for grouping relatedor similar classes <strong>of</strong> revenues and expenditures and recording them within a fund or department;2. “Appropriated fund balance” means any fund balance appropriated for a fund for the budget year;3. “Appropriation” means an authorization to expend or encumber income and revenue provided for apurpose;4. “<strong>Budget</strong>” means a plan <strong>of</strong> financial operations for a fiscal year, including an estimate <strong>of</strong> proposedexpenditures for given purposes and the proposed means for financing them;ANNUAL BUDGET42
