New revenue sourcessuch as a Stormwater Utility (discussed below) will need to be identified, or servicelevels will need to be cut.FISCAL YEAR 2013-20<strong>14</strong> OPERATIONAL BUDGET PREPARATIONGeneral Fund <strong>Budget</strong> PreparationThe proposed fiscal year 2013-20<strong>14</strong> (<strong>FYE</strong> 20<strong>14</strong>) General Fund budget attempts to beginto address the ongoing net operating revenue shortfall discussed above. Actions areproposed to be taken to address this issue, both by reducing ongoing expenditures and byincreasing future revenues. Targeted reductions are made in some areas, while attemptswill be made to maintain service levels. The budget attempts to promote an environmentfor future growth in several targeted areas, which it is hoped will improve longer-termGeneral Fund revenues.As directed by ongoing Council discussion, several positions that have been held vacantover the course <strong>of</strong> the “Smart Hiring Freeze” since fiscal year 2011-2012 are proposed tobe deleted from the budget. These reductions are concentrated in the park maintenanceand development services areas, including the following:Deputy Court Clerk IMunicipal CourtLegal Administrative Technician <strong>City</strong> Attorney’s OfficeEmployment SpecialistHuman Resources DepartmentGeographic Information Systems Analyst I Planning Department/GISPlans Examiner IPlanning Department/Development ServicesChief Building OfficialPlanning Department/Development ServicesHeavy Equipment OperatorParks Department/MaintenanceMaintenance Worker IIParks Department/MaintenanceMaintenance Worker IParks Department/MaintenanceMaintenance Worker IPublic Works Department/Street Maint.Administrative Technician II (Part Time) Planning Department/Code EnforcementWhile service levels have been maintained without staffing these positions, it can beexpected that it will be more difficult to manage future service demands in these areasvi
