CITY OF NORMANEach project in the Capital Improvements Plan, <strong>FYE</strong> 2013-2017 document is evaluated foroperating budget impact. A “positive” impact is defined as it will either generate some revenue to<strong>of</strong>fset expenses or will reduce operating costs, “negligible” is defined as operating expenses willincrease no more than about $10,000 per year, “slight” is defined as operating expenses willincrease between about $10,001 and $50,000 per year, “moderate” is operating expenses willincrease between about $50,001 and $100,000 per year, and “high” is operating expenses willincrease more than $100,001 per year.The addition <strong>of</strong> new buildings (Fire Station #9 and Smalley Center) will have a moderateoperating budget impact for utilities and ongoing maintenance expenses.Summary<strong>Norman</strong> is a vibrant, growing city. This growth puts tremendous demands on capitalimprovement resources for street construction, park development, storm-drainage and capitalequipment. Alternative financing methods are being evaluated in order to maximize theaccomplishment <strong>of</strong> needed projects.ANNUAL BUDGET108
