FELIX WONG 21 Sustainability Officer, Estate Office, <strong>The</strong> University of Hong Kong, Pokfulam Road, Hong Kong SAR, China2 PhD Candidate, Senior Research Assistant, Dept. of Architecture, <strong>The</strong> University of Hong Kong, PokfulamRoad, Hong Kong SAR, ChinaABSTRACT: A combined Life Cycle Assessment (LCA) / Life Cycle Costing (LCC) Study for a40-storey standard HKHA (Hong Kong Housing Authority) public rental housing block - NewHarmony Block (Option 2) (NHB) was completed in 2004. <strong>The</strong> study was conducted by aconsortium comprising of the University of Hong Kong, Department of Architecture, DavisLangdon & Seah Management Ltd., and the Business Environment <strong>Council</strong>. <strong>The</strong> objective of thestudy quantitatively measured following ten environmental impacts generated and life cycle costsincurred from the 155 functional units of the NHB block in the whole building life-cycle perspective,including (1) initial stage including raw material extraction, building material manufacturing andtransportation stage; (2) construction; (3) building operation; (4) repair and maintenance, and (5)disposal stage: Energy (MJ); Resource depletion (kg Sb eq.); Water consumption (m3); Waste (kg);Climate change (kg CO2 eq.); Acid rain(kg SO2 eq.); Photochemical smog (kg C2 H4 eq.); Ozonedepletion (kg CFC-11 eq.); Toxicity to humans (kg toxic eq.); Toxicity to ecosystems (kg toxic eq.)<strong>The</strong> LCA and LCC measurement has been extended to office, hotel, retail, carpark and externalwork in Pearl River Delta. INTRODUCTION<strong>The</strong> University of Hong Kong (the greenroom team, Department of Architecture),Davis Langdon & Seah Management Ltd (DLSM), and Business Environmental<strong>Council</strong> (BEC) completed a combined Life Cycle Assessment (LCA) and LifeCycle Costing (LCC) decision-support tool called Tool for Assessment ofSustainable Construction (TASC). <strong>The</strong> tool is capable of measuring the followingten environmental impacts and whole-life financial implication of buildings fromthe whole life cycle perspective, including (1) raw-material extraction, (2) building158
