<strong>The</strong>me B: Creating a livable, healthy and environmentally viable citiesFigure 5: Phases 3 , 4 and 5 under construction.5.3.2 Improving Pedestrian Accessibility, Road Network and Transport Provision<strong>The</strong> old housing sites were fragmented, with level differences and consequentaccessibility difficulties. <strong>The</strong> sites were small and split by the local road networkand so did not allow sufficient development opportunities. <strong>The</strong> space required forsome of the improved and more comprehensive estate facilities required largersites and this, along with the need for clear and simple communication linksthrough the estate, provided the opportunity to simplify and realign the roadlayouts, thereby improving the traffic flow, and at the same time allowing theoptimisation of the development potential of the housing sites.<strong>The</strong> redevelopment has created a predominately vehicular free environment for theresidents, with a well planned pedestrian network with footbridges and lifts whichprovide above grade connections throughout the estate between domestic blocks,schools and the “civic hub”. A link has also been provided to the Tai Wo HauMTR station so that there is now a quick, efficient and convenient link to Kowloonand Hong Kong Island and the KCRC and West Rail connections to the NewTerritories.275
