<strong>The</strong>me B: Creating a livable, healthy and environmentally viable citiesacross the road from Kwai Chung Estate. A footbridge was built to the estate foraccess to essential services and as part of the new pedestrian footpath network.This block became the second stage of the redevelopment and was completed inlate 1999Later housing for the elderly in the final redevelopment of the estate was providedin 17m 2 flats in the 40 storey residential blocks as part of the standard flat mixalong with family flats, and in Annex Blocks in phases 3 and 5 of the estate.This redevelopment project has therefore had to respond as new policies andpriorities have evolved in the community during the design and constructionprogramme spanning two decades.6.2 Environmental Aspects6.2.1 Layout Design<strong>The</strong> design of the estate and the disposition of the buildings, has made use ofenvironmental studies to model the local wind environment and traffic noisenuisance in the area to help to plan the estate facilities more effectively. <strong>The</strong>domestic blocks are located away from the noise sources as far as possible; someblocks located adjacent to the public roads are on the podium, which serves as anoise shield to minimize the impact of traffic noise. Noise barrier walls atappropriate locations along estate boundaries are also provided as noise mitigatedmeasures.6.2.2 New Construction TechnologyAt the time of the initial planning of the Comprehensive RedevelopmentProgramme (CRP) and the decision to include Kwai Chung Estate in theprogramme, the HA embarked on a major programme to improve constructionefficiency and quality. Though standards had improved as the public housingprogramme had evolved, between the 1960’s to the 1980’s there was actually little279
