<strong>The</strong>me B: Creating a livable, healthy and environmentally viable cities6.3 <strong>The</strong> Total Maintenance SchemeIn February 2006, a new Total Maintenance Scheme was implemented, which wasa major new initiative in the maintenance of our public rental housing estates, andtakes an innovative approach to proactively identifying resident’s maintenanceneeds and responds promptly to emergencies and requests for repairs, while alsostrengthening publicity and education on maintenance issues.<strong>The</strong> Total Maintenance Scheme makes use of “In-flat Inspection Ambassadors”who will visit all households, inspect flats thoroughly to identify maintenanceneeds and immediately rectify any problems. <strong>The</strong> scheme aims to complete theinspection of 30 estates in a year and of all rental flats in a five-year cycle. <strong>The</strong>scheme also includes the setting up of a maintenance database on a individual flats,the strengthening of research and development in diagnostic methodology andmaintenance, and the establishment of a maintenance hotline as well as themapping out of a comprehensive promotional and educational plan.6.4 Piloting Modified Guaranteed Maximum Price Contracting ModelIn the mid 2006 we embarked on a Modified Guaranteed Maximum PriceContracting model in a pilot project at the Eastern Harbour Crossing site Phase 4.This contract arrangement requires the contractor to commit to a price ceiling(maximum price) based on his design proposals at the contract award stage. Itallows for sharing of cost savings between the employer and the contractor arisingfrom alternative design proposals after contract award, hence providing cost savingincentives and integrating the contractor’s expertise and innovation and enhancingdesign and buildability.7. THE FUTUREPublic housing in Hong Kong has made an enormous contribution towards thewell-being of the community. We have to define our sustainability priorities veryclearly, develop and maintain a sound strategy for the future which will not only308
