<strong>The</strong>me B: Creating a livable, healthy and environmentally viable citiessustainable infrastructure means the application of basic sustainable principles intoinfrastructure development. In a more concrete term, this means ensuring that ourinfrastructure is environmentally, socially and economically sustainable.To achieve sustainable infrastructure development, however, it is important tofirstly understand how an infrastructure project relates to the principles ofsustainability. Sahely et. al. (2005) proposed a simple framework focuses on keyinteractions between infrastructure and environmental, economic and socialsystems (Figure 2).In this context, the first crucial step in this process includes definition of overallgoals, system boundaries, and sustainability criteria and indicators. <strong>The</strong> goals ofthe sustainability assessment must be well defined on an infrastructure system.Subsequently, the criteria and generic sub-criteria for sustainable infrastructuresystems can be based on Triple Bottom Line, with an addition of engineeringcriteria that pertinent to infrastructure project undertakings, as follows:i) Environment – including resource use and residuals productionii) Economic – including expenditures (capital, operation and maintenance)iii) Social – including accessibility, acceptability, and health and safetyiv) Engineering – including performance.Engineers Australia (2005) contends that an infrastructure is sustainable if it meetsthe following sustainability criteria:i) Environment sustainability – reducing greenhouse emissions, lowering pollutantlevels in stormwater and effluent discharge into rivers and oceans. Resources arelimited and need to be managed through conservation, reuse and renewablestrategies;ii) Social sustainability – reducing commuter times, increasing road safety,improving air quality and providing access to broadband communication to allcitizens.471
