As the local development expends withthe growth of the economy, the environment will also change, causing influence on the living safetyand quality and the early planning and designing stage for constructions has close influences onpublic safety and property value. <strong>The</strong>refore, having a complete property management system is veryimportant. <strong>The</strong> study focuses on the property management implementation in the construction lifecycle. <strong>The</strong> property management implementation of the early plan and design stage of theconstruction life cycle focuses on problem solving between the owners’ administration committeesand property management firms in the early stage before the commencement of their propertymanagement service contract. <strong>The</strong> main idea is not only consider the early stage construction costs,but also consider the design planning, subcontracting, constructing, operating and renovating repaircost. It makes an entire plan to seek the beneficial result for the budgets and to minimize the lifecycle costs.<strong>The</strong> idea is to make a detailed plan in the early plan and design stage. Instead of making theconstruction plan at a passive condition, the plan should be made according to the users’ living needsand maintenance management demands. <strong>The</strong> study of property management implementation for theearly stage of construction life cycle is believed to help extend the life cycle of the construction; tofurther the functions and efficiency; to assure the safety of the users; to prevent disputes cause by thetransfer of property right and even helps increase the future construction quality.Key Word:Life Cycle Management、Property Management、Plan and Design、MaintenanceManagement.310
