Wealso provide training and undertake promotional events to ensure that staff andcontractor competency levels meet our needs and also to raise the awareness of ourtenants.3.1 Partnering with the IndustryThe developments in the way that we work, both in our construction and ourproperty management operations have only been possible with the cooperation ofour business partners. As we develop new initiatives in line with best practices forimplementation, we engage our business partners to participate in the process sothat we can ascertain that they are practicable, and that they also own the decision.The Housing Authority has been one of the key players in driving improvements inthe industry, such as spearheading best practice in site safety, health &environment, working conditions, protection of wages etc. The dialogue with theindustry and the efforts to promote partnering in the industry are critical to thesuccess of these initiatives in the delivery of housing services. Through regularliaison meetings or ad hoc groups, we tap the expertise of our business partners todevelop the policy framework and operational details.Since 2001, we have been running project partnering workshops in all building andpiling contracts plus some maintenance contracts to foster more effectivecommunication and cooperation amongst team members, including contractors,subcontractors, project staff and consultants. With six years’ experience, manyproject stakeholders have reported better communication and understanding ofeach other, problems solved more promptly on site, less paper work, smootherprogress and improved quality of work. Partners have become more proactive inworking towards achieving common project objectives, including quality, sitesafety, environmental and customer service performance.292
Theme B: Creating a livable, healthy and environmentally viable cities3.2 Communication with ResidentsThe HA vision for sustainability is to benefit all of our stakeholders. Clear andongoing communications play an essential role in HA activities, ensuring thatstakeholders are fully informed of HA plans, while also giving them anunderstanding of, and ability to respond to initiatives to help ensure their success.Launched in 1995, “Estate Management Advisory Committees” (EMAC) serves asa very useful vehicle for tenants to contribute towards better management of ourestates, acting as bridges between HA and the residents (Photo 1). Serving as anadvisory body, they make suggestions on day-to-day management issues and helpto assess the performance of contractors and to allocate funds for minorimprovement works. In 2005/06, more than 260 issues of the half-yearly EMACnewsletter were produced, keeping the two million public housing tenants in touchwith important housing issues as well as local estate news.Photo 1: Event Organized by EMAC Played a Vital Role on StakeholderEngagementThe “Housing Channel”, launched in 2004, has been extended to cover over 850 residential blocks in closeto 130 estates. Video programmes on housing-related matters are broadcast on Liquid Crystal Displaysmonitors installed in the ground floor lift lobbies of residential blocks. The channel enhance communicationbetween the HA its tenants and keeps them informed of new services and developments within their estates.Over 50 videos on housing related matters were produced, including topics on developments in the Review ofDomestic Rent Policy, the Total Maintenance Schemes, the Rent Assistance Scheme, the promotion of greenpractices in estates, and even news and weather information.293
