<strong>The</strong>me C: Education and Market Transformation11th (year 2006-2010) Five-Year Plan are met. China has set a goal of reducingenergy consumption per unit of GDP by 20 percent by 2010. <strong>The</strong> NationalDevelopment and Reform Commission is taking this lead on (1) allocating thetarget among provinces and industrial sectors, and (2) adopting energy efficiencyimprovement criteria for evaluating the job performance of local governmentofficials.As building industry is one of the biggest energy consuming sectors, improvingenergy efficiency of buildings is pivotal for China in achieving its goal of creatinga resource-saving society, according to Minister of Construction (MOC). <strong>The</strong>MOC indicated that the country will focus on the building energy conservation,targeting at the energy resources, land uses, water and building materials (the foursavings or 四 节 ). [3]To implement the policy, the Chinese Government at different levels are attachinggrowing importance to energy conservation in building construction, and haveworked out several laws and regulations to promote it. <strong>The</strong> central government hasalready produced an energy conservation law, and a regulation on building energyconservation, which has been effective for at least four years. A law to encouragethe use of renewable energies is expected to take effect this year, according tosources from the industry. <strong>The</strong> draft renewable energy law encourages the use ofsolar, wind and bio-bass resources, by fixing a proportion of new energies to beutilized in energy-consuming industries including power generation andconstruction. <strong>The</strong> new law will also offer favourable policies to those who userenewable energies.At the local level, some local governments have taken various initiatives. Forexample, the Beijing government promulgated a management regulation on energysaving in buildings as early as in September 2001, and other provinces andmunicipalities also have related policies to promote energy conservation in theconstruction industry.606
