Personnel are the most precious resource and witheffective encouragement, management and self-management can improve thecapabilities.5.3Implementation of property management at the plan and design stage of theconstructionThe problems of the construction, occur during the operation stage, are caused by theabnormal use and maintenance; low quality construction; inadequate planning for thedemands, maintenance management, maintenance cost for the owner. Therefore, thestudy suggests implementing property management at the plan and designing stage ofthe construction (figure 12). The construction companies should be responsible for theproperty management considering the living needs, maintenance management toprevent the problems of reconstruction.323
