It has also allowed those better-off affected tenants to havepriority in purchasing HOS flats which in turn free up the rental flats to those inneed. However it is a huge commitment from Government in terms of land,finance and manpower resources. As the oldest blocks have all been redeveloped,it is time to consider whether this commitment should be continued indefinitely.In view of the 1998 Strategy, Government has decided that redevelopment shouldonly take place when the housing blocks are no longer safe or economic tomaintain.
