<strong>The</strong>me B: Creating a livable, healthy and environmentally viable citiesPhoto 8: Life Cycle Process Flow of a <strong>Building</strong> Material6.2 Regenerating the Public Housing StockIn 1988, the Comprehensive Redevelopment Programme was launched to improvethe quality of life for residents in older estates and ensure that HA housing stock isupgraded. Since its inception, 535 blocks have been redeveloped providingimproved housing for 182,010 households. <strong>The</strong> remaining 31 blocks in threeestates, involving a further 10,110 households, will be redeveloped in 2008/09. Aset of technical criteria was created in consultation with local and internationalspecialists, to assess the condition of older estates and provide options for theirprotection, restoration and if necessary, their structural strengthening.We subsequently launched comprehensive structural investigations at nine estates,with investigations completed so far at So Uk Estate in Sham Shui Po and Sai WanEstate in Kennedy Town. As a result of these investigations, we announced inMarch 2006 that So Uk Estate would be demolished. While the 16 blocks of thisestate built in the 1960’s are all structurally sound, the extensive repairs requiredwould, apart from the nuisance and disturbance to tenants, not be cost-effective. Asa result, the 5,316 flats will be cleared in two phases in 2008 and 2011. <strong>The</strong> life ofSai Wan Estate however, will be prolonged for a further 15 years, with the repairsand improvements to estate facilities carried out as part of the routine maintenanceprogramme.307
